Job Summary

Cardno Emerging Markets USA, Ltd. (Cardno) is seeking a Director, Finance and Operations for an upcoming USAID-funded health project in Uganda.

Key Responsibilities

The Director of Finance & Operations will be responsible for overseeing project finances and directing operations (procurement, HR and logistics). S/he will enforce policies and procedures in line with USAID regulations, Cardno policies, and Uganda law. Working closely with the project Chief of Party and Cardno home office (HO) staff, sh/he will ensure the financial and administrative integrity of all business transactions. TheDirector will be responsible for implementing a robust contracts management and financial reporting system, directing and tracking all project expenditures and grant disbursements, and supervising project operations. S/He will manage a multidisciplinary finance and operations staff responsible for finance, accounting, procurement, information Technology (IT), and human resources.

Other Requirements

• 10+ experience in the international development field
• Experience in financial management of large international development projects
• Familiarity with USG Cost Accounting Standards and reporting requirements
•  Demonstrated skills in developing and managing budgets, grants and subcontracts
•  Masters Level Degree in Business Administration, Finance or other relevant field 
•  Previous experience managing local teams in Uganda or Sub-Saharan Africa preferred
• Excellent organizational, analytical, oral and written communications skills
