Consultant- Disaster Management Department

Job Title : Consultant


Requirements : 

  1. Possess at least Post Graduate degree (for lead consultant) and First Degree (for assistant consultant) in the area of Disaster Management, Public Administration, Planning or any other related field/specialty.
  2. S/He should have knowledge and experience in Disaster Management, Disaster related Plans, Strong technical skills and at least three years experience in the field of Disaster Management. Demonstrated skills in the formulation, design, implementation, monitoring and evaluation of complex result oriented programmes.
  3. Should be good in communication skills and computer literate.
  4. Should be fluent in speaking and writing both Kiswahili and English languages.
  5. Highly proficient in MS Office Programmes: Word, Excel, Power Point as well as internet and e-mail packages, excellent command of written and spoken English and Kiswahili.
  6. Be of integrity and possess sober habits

Job Description :

  1. The general responsibility of the consultant will be to develop the Monitoring and Evaluation framework for the Disaster Management Policy in a timely manner under the supervision of and in close collaboration with the Disaster Management Department. Specifically, the consultants will be obliged with the following responsibilities:
  2. To provide both technical and financial proposals (inception report) given clear methodological approach that will be used in carrying out the assignment including detailed budget breakdown and time frame.
  3. To undertake a desk review of disaster related and other government documents as well as evaluation guidelines.
  4. present a baseline study of the current level of resilient communities building on the provisions in the policy.
  5. Develop a set of clear and tangible monitoring and evaluation indicators.
  6. Develop a system for collecting and compiling processed data and information to be used for analysis of disaster profiles and trends.
  7. Ensure that issues related to climate change and gender are included and given special attention in the formulation of the M&E framework.
  8. Present an M&E framework draft to a steering committee and other stakeholders for validation and incorporation of stakeholders comments.
  9. Finalize the M&E framework document before validation.
  10. Formulate an action plan for further activities and information dissemination jointly with DMD.
  11. Undertake any other duties related to M&E framework formulation exercise as assigned by the steering committee.
