Senior Tariff Expert, Southern Africa Energy



RESPONSIBILITIES AND DUTIES:
Engility Corporation, building on IRG's legacy in international development, is currently seeking a Senior Tariff Expert for an anticipated USAID-funded Power Reforms project in Southern Africa Region. The Southern Africa Energy Program (SAEP) aims to increase electricity availability and access in the region by facilitating transactions and strengthening the enabling environment for private-sector investment in power, with a focus on clean energy. By ameliorating key constraints to investment—weak regulation, planning and procurement, commercially unviable utilities, lack of locally demonstrated clean energy technologies and practices, and insufficient human and institutional capacity—in 2-3 politically committed countries, SAEP will help create much needed examples of success on the ground and raise regional benchmarks of performance.
Specific activities include:
  • Improved Regulation, Planning and Procurement for Energy;
  • Improved Commercial Viability of Utilities;
  • Renewable Energy and Energy Efficiency Technologies and Practices Locally Demonstrated and Scaled;
  • Increased Human and Institutional Capacity.
RESPONSIBILITIES AND DUTIES
Responsibilities include assistance to the host government entities responsible for tariff regulation on establishment of supportive tariff and regulatory framework for new clean energy investments in Southern Africa countries. Under the supervision of the Chief of Party, the Senior Tariff Expert will act as "Team Leader" for specific activity areas. The responsibilities will include but not be limited to the following:
  • Support to the national regulatory agencies on review and improvement of tariff methodologies and licensing procedures to incentivize investments and competition;
  • Develop and support t gradual introduction of cost recovery tariffs;
  • Support improvement of tariff regulatory framework for renewables ;
  • Support regional cooperation of the regulatory agencies and high-level governmental and inter-agency working groups of tariff regulations;
  • Support to national regulators on capacity building and improvement of regulatory procedures;
  • Support utilities, developers and IPPs on tariff calculations.
This is a contingent position based on funding from the customer.
MINIMUM TANGIBLE QUALIFICATIONS:
  • Advanced University degree in law, energy, economics, business administration, or another relevant discipline.
  • At least 10 years of development cooperation experience in areas of energy tariff regulations, development of cost recovery tariffs, REFIT, GEFIT, others, in the Southern Africa context.
  • At least 5 years of experience in assisting developing countries in national energy sector policy analysis and development (sector reform and restructuring, regulatory and institutional capacity building, sector planning and energy access, tariff regulation, investment promotion and renewables).
  • Proven oral and written communication skills in English.
PREFERRED QUALIFICATIONS:
  • Previous USAID or other international donor experience
