Senior Personal Secretary at East African Community Competition Authority

Our Client, The East African Community is a regional intergovernmental organization comprising the Republic of Burundi, the Republic of Kenya, the Republic of Rwanda, the United Republic of Tanzania, and the Republic of Uganda with its headquarters in Arusha, Tanzania.
The Treaty for the Establishment of the East African Community provides that the Partner States agree to establish a Customs Union, details of which shall be contained in a Protocol, which shall, inter alia, include Competition. The protocols on the Establishment of the East African Community Customs Union and Common Market regulate Competition matters.
The EAC Competition Act, 2006 established the East African Community Competition Authority. The Act provides for the promotion and protection of fair competition in the Community, consumer welfare and for related matters.

Job reports to: Registrar 

Job Purpose:

Manage, provide and coordinate Office and Secretarial services of the office of Registrar.

Duties and Responsibilities:

The Senior Personal Secretary shall perform the following functions:
  1. Manage the Executive office and provide secretarial services and ensure security of Office and information;
  2. Provide administrative support for official travel arrangement, including itinerary, clearance, tickets and other necessary documents for the Office;
  3. Arrange for timely requisition of Office supplies and stores;
  4. Facilitate information sharing between various offices and Directorates and stakeholders;
  5. Prepare high quality briefing materials for meeting and appointments an taking minutes and dictation;
  6. Receive, attend to and direct customers/visitors appropriately;
  7. Manage and update Office diary, draft responses to correspondences and arrange for appointment and meetings as agreed with the Registrar;
  8. Maintain good customer relations with employees, customer and the general public;
  9. Arrange appointments and meetings as appropriate, including arranging agendas and programmes for meetings and make follow-up on deadlines, commitment made and action taken;
  10. Create and maintain appropriate record and filing sub-system for the Office;
  11. Respond to/direct Incoming/outgoing calls/mails;
  12. Transcribe and draft official correspondences and memoranda etc.;
  13. Recommend appropriate system for streamlining office operation;
  14. Perform any other duties as may be assigned by the Management from time to time.

Qualifications and Experience:

Academic and Professional Qualifications 
Bachelor's degree in Secretarial Studies in addition to Diploma in Computer studies covering Microsoft office 
Working Experience 
Minimum 10 years experience, with minimum 5 years experience managing an Executive Office. Also, skills in typing of at least 50wpm and shorthand 120wpm are necessary.


Skills and Competencies:

Must have good communication skills with good command of English and Kiswahili, outgoing, interpersonal and be customer oriented. She should be team-player, proficient in the use of computers packages and able to withstand pressure.

Education Qualifications and Relevant Working Experience:

Education Qualifications 
All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective countries. This condition is applicable for locally and internationally attained qualifications.
All professions that require registration with the specific professional bodies will be expected to do so in compliance with the requirements of their respective Partner States.
Relevant Working Experience 
Internship, training, apprenticeship and clerkship will not be considered as relevant work experience.

Terms and Conditions of Service:

This position is tenable for five (5) years renewable until mandatory retirement age of 60 years subject satisfactory conduct and performance.
This position is subject to the application of the Quota System.
