Senior Gas Market and Regulation Advisor, Southern Africa Energy


RESPONSIBILITIES AND DUTIES:
Engility Corporation, building on IRG's legacy in international development, is currently seeking a Senior Gas Market and Regulation Advisor for an anticipated USAID-funded Power Reforms project in Southern Africa Region. The Southern Africa Energy Program (SAEP) aims to increase electricity availability and access in the region by facilitating transactions and strengthening the enabling environment for private-sector investment in power, with a focus on clean energy. By ameliorating key constraints to investment—weak regulation, planning and procurement, commercially unviable utilities, lack of locally demonstrated clean energy technologies and practices, and insufficient human and institutional capacity—in 2-3 politically committed countries, SAEP will help create much needed examples of success on the ground and raise regional benchmarks of performance.
Specific activities include:
  • Improved Regulation, Planning and Procurement for Energy;
  • Improved Commercial Viability of Utilities;
  • Renewable Energy and Energy Efficiency Technologies and Practices Locally Demonstrated and Scaled;
  • Increased Human and Institutional Capacity.
Gas-to-power projects require important regulatory reforms in the SADC region. The Gas Market and Regulatory Advisor will contribute to development of gas market legal and regulatory framework.
RESPONSIBILITIES AND DUTIES
Responsibilities include delivering legal and regulatory technical assistance under the supervision of the Chief of Party. May act as "Team Leader" for specific activity areas. The responsibilities will include but not be limited to the following:
  • Support to host governmental agencies on review and improvement of national gas policies and plans;
  • Development of gas market model and framework legislation;
  • Development of gas market regulatory framework, e.g. tariffs, licenses, incentives for competition;
  • Participation and support to high-level governmental and inter-agency working groups on gas policy and planning;
  • Support to national regulator on capacity building and improvement of regulatory procedures;
  • Legal and regulatory support on improvement of legal framework for private investments in gas sector.
This is a contingent position based on funding from the customer.
MINIMUM TANGIBLE QUALIFICATIONS:
  • Advanced University degree in law, energy, economics, business administration, or another relevant discipline.
  • At least 10 years of gas market development experience addressing legal and regulatory constraints, establishing incentives for competition.
  • Africa development experience is necessary.
  • Proven oral and written communication skills in English.
PREFERRED QUALIFICATIONS:
  • Demonstrated knowledge and experience working with at least one of the following;
  • Gas policy, planning and legislation
  • Gas market and regulatory reforms, e.g. tariff, licensing
  • Regional gas market trading
