Principal Research Fellow tenable at East African Community Secretariat

The East African Community is a regional intergovernmental organization comprising the Republic of Burundi, the Republic of Kenya, the Republic of Rwanda, the United Republic of Tanzania, and the Republic of Uganda with its headquarters in Arusha, Tanzania.
The EAC mission is to widen and deepen economic, political, social and cultural integration to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments. Effective discharge of functions towards achievement of the EAC mission requires policy research to inform the Community's decision-making processes.
The overall objective of the EAC Policy Research Unit is to enhance implementation of EAC's programmes and projects by Partner States. The specific objectives are to:- strengthen research and policy analysis capacities of the EAC Secretariat; and to enhance development and coordination of evidence-based regional policy research in the EAC. The EAC Secretariat received a grant from the African Capacity Building Foundation (ACBF) to operationalise the EAC Policy Research Unit for a period of 4 years. Part of the funding will be applied to support staff under this unit.
Applications are invited from suitably qualified candidates who are citizens of East African Community Partner States (Burundi, Kenya, Rwanda, Tanzania and Uganda) to apply for the following non-established position tenable at East African Community Secretariat.

Job reports to: Principal Planning and Research Officer (PPRO)

Job Purpose:

This position will provide technical support services to policy research and analysis relating to the EAC Policy Research Unit.

Duties and Responsibilities:

The Principal Research Fellow shall perform the following functions:
  1. To provide intellectual leadership to the EAC Policy Research Unit's research staff;
  2. To provide leadership in research project management to ensure that research activities coordinated by the EAC Policy Research Unit meet high quality standards, and are delivered within the set timelines;
  3. To design, lead and deliver research programmes, consultancy assignments, projects and policy briefs that contribute to meeting EAC's objectives;
  4. To organize monthly internal "Economic Policy Research Series" dissemination workshops/meetings and to present at least one research paper every three months;
  5. To provide leadership in conducting research studies, publications and dissemination of findings to stakeholders;
  6. To coordinate on-the-job training, mentoring and coaching of EAC Policy Research Unit's staff and Community staff, in general, in areas of policy research;
  7. To provide leadership in budget processes for the EAC Research Unit and to ensure efficient management of the Unit's human and financial resources;
  8. To develop sustainable means of funding the research unit and activities including developing funding proposals and enhance the EAC Secretariat's ability to access diverse funding; 
  9. To contribute to build the public profile of the EAC by creating opportunities for the Secretariat to participate in various forms of dialogue with the public and other stakeholders; and
  10. To carry out any other tasks as assigned by the Principal Planning and Research Officer from time to time. 

Qualifications and Experience:

Academic and Professional Qualifications 
A PhD degree in Economics, Public Policy, Development Studies, or other relevant qualification from a recognized and accredited academic institution.
Work experience
At least 10 years' experience in coordinating and managing research activities in reputable public or private sector organisations.

Skills and Competencies:

  1. Proven track record in undertaking research including at least 10 relevant publications in national/regional and/or international journals
  2. Demonstrated capabilities to effectively co-ordinate with different levels of players  such as inter-governmental agencies as well as policy institutes/academic institutions, civil society, development partners and private sector in Eastern Africa;
  3. Excellent communication, analytical and presentation skills as well as good interpersonal abilities;
  4. Demonstrated familiarity with contemporary development research in Eastern Africa;
  5. Essential knowledge of Microsoft Office Applications and analytical computer programmes for social research; and  
  6. Proficiency in both written and spoken English. Proficiency in French is an added advantage.

Education Qualifications and Relevant Working Experience:

Education Qualifications
All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective countries. This condition is applicable for locally and internationally attained qualifications.
Relevant Work Experience
Internship, training, apprenticeship and clerkship will not be considered as relevant work experience.

Terms and Conditions of Service:

This is a non-established position tenable for an initial contract of one (1) year renewable subject to the performance and availability of funds.
