Organ:
The Telecommunication Standardization Bureau (TSB) fulfills the objectives of the Union relating to telecommunication standardization, by providing secretariat support to groups studying technical, operating and tariff questions and facilitating the adoption of Recommendations in these areas with a view to standardizing telecommunications and information technology on a global basis. In order to achieve these objectives, the Telecommunication Standardization Bureau works in accordance with the instructions of the World Telecommunication Standardization Assemblies (WTSA), Telecommunication Standardization Study Groups and the Telecommunication Standardization Advisory Group. TSB, headed by an elected Director, provides the technical, administrative and logistic support for the assemblies and for the meetings of the groups mentioned.
Organization Unit:
The Operations and Planning Department (OPD), is responsible for coordinating and planning support for the activities of the Telecommunication Standardization Sector. It does this through managing the Bureau's activities for membership recruitment and relations, organization and planning of assemblies and logistical support to meetings. The Department oversees document processing and provides IT services and solutions for electronic working methods and the development of ITU-T databases. The Department also provides administrative and secretarial support for intellectual property matters and manages the technical editing and final production of ITU-T recommendations and publications as well as ISO/IEC common texts. The Department collaborates closely with the Departments of the General Secretariat and the Bureaux which are responsible for providing support services.
 Duties / Responsibilities
Under the supervision of the Chief of Department, the incumbent performs the following duties:
  • Supervises staff and manages the IT Support Service in line with departmental strategy and according to ITU rules and regulations. This includes ensuring that staff have the necessary technical skills. 
  • Conceives strategy and establishes an annual work plan for the development and implementation of applications and services based on open source and open architectures, Databases and all other TSB IT projects, supervises their implementation, and monitors/evaluates outcomes. 
  • Represents TSB at technical meetings in-house and is the TSB representative for the Web Technical Board.
  • Manages complex projects, provides specialist expertise and analyses services for the development, delivery, implementation, and evaluation of ITU-T specific web and content management systems to support the delivery of ITU-T document management, web, and web publishing service. 
  • Manages ITU-T publications mechanism distribution and liaises with ISO and IEC for the application of the agreement for the distribution of ITU-T and ISO/IEC common texts.
  • Leads, oversees and guides the evolution of a range of new and innovative technologies in order to meet current and future ITU-T's needs, taking into account the evolving IT needs and environment in collaboration with the IS Department and other sectors. Develops a proof of concept of the new technology and justifies its benefits vs costs of development and maintenance.
  • Identifies needs and manages all IT development, maintenance and support for ITU-T. Ensures the efficient use, performance and enhancement of the standard administrative applications and working methods at all levels.
  • Keeps abreast of the latest developments in information technologies and of formal languages used in ITU-T Recommendations, maintains corresponding compiling tools (ASN.1, XML, GDMO, C++, SDL, etc.).
  • Assesses new and existing IT projects and initiatives and determines their relevance for meeting ITU-T's current and future needs, taking into account harmonization and integration issues with existing applications and the evolving IT environment. 
  • Evaluates and advises on the cost-benefit of in-house development vs outsourcing, considering all resources, technology, expertise, costs, dates of deliverables and quality of work, especially with outsourced contracts. Establishes a standard methodology and working methods for implementing new IT projects developed in-house and outsourced.
  • Performs other duties as required.
Qualifications required
Education:
Advanced university degree in Computer Science or Computer Engineering or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with ten years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
Experience:
At least seven years of progressively responsible experience in managing IT projects, including at least three at the international level. A Doctorate in a related field can be considered as a substitute for three years of working experience.
Languages:
Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)
Competencies:
  • Proven track record of success in information technologies (IT), open source, computing platforms and open architectures for developing client/server and desktop applications.
  • Thorough knowledge of IT solutions from top to bottom: architecture, development design patterns, algorithms, graphical interfaces, database modelling, programming language types (object, procedural, functional), network infrastructure and protocols.
  • Experience with outsourcing IT development work to contracted private companies and consultants.
  • Ability to communicate credibly and effectively both orally and in writing.
  • Proven ability to develop and maintain good working relationships with officials at all levels in a multi-cultural environment.
