The Community Health and Social Welfare Systems Strengthening (CHSS) Program is a five-year
PEPFARIUSAID funded program led by JSI Research & Training Institute, Inc. in collaboration with Initiatives Inc. and World Education Inc./Bantwana. The aim of CHSS is to improve health, social welfare, and protection outcomes for HIV- affected and other most vulnerable populations by strengthening and integrating health and social welfare service. delivery systems from community through national levels.
WEI/Bantwana now invites applications from suitably, qualified and experienced persons to fill the following positions;
Position: Senior Technical Advisor for Social Welfare and Protection
Reporting to: CHSS Technical Director
Location: CHSS headquarters office in Dar es Salaam.
Job Summary
, The Senior Technical Advisor for Social Welfare and Protection is a full-time senior management position responsible for ensuring all Social Welfare and Protection deliverables for the project are met.
This includes; supervising and providing technical support to the National Case Management Advisor to develop, pilot and roll out a national case management model that;
1) has strong linkages to HIV services for increased HIV case findings and adherence/retention support; 2) builds on existing structures and programs (i.e. Para-Social Worker Program, MVCC structures, National Child Protection System); 3) is managed by LGAs;
4) builds on the culture of care and support inherent in Tanzania;
5) uses a streamlined- monitoring and tracking system that provides timely data "on the percentage of cases closed and/or transferred; and
6) adheres to national and internationally accepted technical standards and best practices. The position' ensures that the social welfare and protection interventions adhere to national and internationally accepted technical norms and standards and that approaches are well-documented and evidence based. The position supervises the National Case Management Advisor and the National Social Welfare Advisor.
The Senior Technical Advisor for Social Welfare and Protection will also work closely with the CHSS M&E Specialist to ensure that an appropriate monitoring and tracking system is set up.
Qualifications: ,
Have at least 10 years' experience designing and implementing community social welfare .and systems strengthening programs;
Have demonstrated experience in community based programming in the MVC sector in Tanzania;
Have proven capacity to build strong partnerships with senior decision makers in key Ministries and national institutions (MOHSW, DSW, PMO-RALG, ISW)
Proven ability to provide leadership to national task force and technical working groups in the areas of social welfare and social protection, MVC, etc;
Creative and capable of working independently and as part of a multisectoral team
Excellent writing and communication skills
Fluent speaking and writing in English and Kiswahili and
Excellent interpersonal and management skills
