Senior Monitoring and Evaluation Advisor



Management Sciences for Health (MSH) seeks a Senior Monitoring and Evaluation & Advisor for an anticipated procurement that will provide technical assistance to host country public health institutions in Tanzania. The goal of the project is to provide technical assistance to public Health institutions in Tanzania including mainland ministry of health, the mainland national AIDS Control Program (NACP) and the Zanzibar Integrated HIV, TB and leprosy Program to lead and manage the HIV response and build sustainable health system.
The Senior M&E Advisor is a core member of the project management team and is responsible for leading the identification and integration of evidence-based interventions into the overall project technical assistance. This is in addition to the development and implementation of a plan to monitor project performance and progress, assess the impact of the project activities on health service delivery, disease control and public health and reporting and dissemination of results. The Senior M&E Advisor has primary responsibility for identifying M&E needs, designing and maintaining data collection systems and for ensuring that all necessary information, from both routine reporting as well as from ad hoc data collection efforts and special studies, is collected, analyzed and used in guiding technical assistance approaches, internal project planning and informing external partners about project activities and accomplishments.
S/he will design and maintain data collection tools and systems to meet the identified M&E and Implementation sciences needs. S/he will provide support to the Deputy Chief of Party to ensure that all necessary information from both routine reporting, as well as from data collection efforts and prior approved special studies, is collected, analyzed and used in guiding technical assistance approaches, internal project planning and informing external partners about project activities and accomplishments. Additionally, s/he provides strategic leadership and guidance/recommendations to the relevant Ministry of Health and Social Welfare partners for the development and implementation of a National M&E Plan including a detailed M&E performance matrix, and the introduction of appropriate health information systems data flow frameworks, data collection tools and guidelines. S/he conducts the appropriate analyses, including the use of complimentary data sets and secondary analysis, and assists / guides the project team to fully document activities and accomplishments in the form of reports, publications, success stories, and presentations.
This position is subject to project award and funding. 
  1. Define, develop and implement algorithm for project implementation science operation
  2. Design and implement the Project's M&E system, including the development of indicators, setting targets, monitoring project progress, ensuring timely data collection, writing quarterly and annual reports, and liaising with the project financial team to track the budget in relation to all project results and outcomes.
  3. Analyze data collected to assess progress and identify areas for improvement.
  4. Provide regularly updated reports on the status of implementation against the project goals and objectives to the Project Director, CDC and other program managers as required.
  5. Provide support and strengthen capacity of the project team in the use of the M&E system and reporting templates.
  6. Provide leadership to develop the Tanzania Public Health Institutions M&E Plans, indicators, standards and guidelines in partnership with the MOH and other relevant stakeholders.
  7. Provide technical assistance to the MOH partners in the introduction of appropriate HMIS data flow frameworks, data collection tools and guidelines to strengthen the national public health Institutions and MOHSW
  8. Support development of manuals and training materials for data management and use
  9. Participate in relevant meetings and stakeholders workshops, including those related to PEPFAR performance monitoring system, HIV/AIDS Policy and Strategic Planning, Trainings, and implementation of National M&E plans.
  10. Collaborate with the project team in identifying project activities, processes and/or outcomes that are worthy of documentation, and design a system for capturing lessons learned and best practices.
  11. Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities.
  12. Participate in regular meetings of project senior management team.
  13. Perform any other duties as assigned by the project director.
    Qualifications
  14. Master's degree, or higher, in public health, demography, epidemiology, program evaluation or equivalent from a recognized University.
  15. Minimum of 5 years work experience at a senior level in the M&E field with development projects in international organizations, essential. Experience with PEPFAR or other US Government development programs preferred.
  16. Understanding and experience of HIV/AIDS, and TB programs, including the use of data to inform program decision making, planning, resource allocation and other strategic initiatives.
  17. Understanding of the role and contribution of HMIS, ICT in disease control and public health.
  18. Skills and experience in M&E capacity building for individuals and organizations and previous supervisory experience, essential.
  19. Proficiency in project evaluation design and development of performance indicators essential.
  20. Excellent leadership, management, coordination, interpersonal and teamwork skills.
  21. Strong strategic, financial and analytical thinking and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.
  22. Strong skills in MS Office, (including Word, Excel, PowerPoint, and Access), MS Project, and at least one data management/statistics software program (e.g. SAS, SPSS).
  23. Good working knowledge of descriptive, inferential and advanced statistics.
  24. Advanced verbal and written communication skills in English essential.
  25. Willingness and ability to be flexible to meet changing priorities and deadlines.
  26. Ability to travel within Tanzania and elsewhere as needed.
  27. High level of professionalism and confidentiality.
