Background:
The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 with Head quarters in New York, the IRC operates in more than 40 countries worldwide, offering lifesaving care and life-changing assistance to individuals/communities forced to flee from war or disaster.
The International Rescue Committee (IRC) IRC Tanzania is present in the Kigoma Region, Northwestern Tanzania, providing services in Nyarugusu refugee camp in Kasulu District, in Nduta in Kibondo district and at a transit centre in Kigoma town. Approximately 160,000 Burundian and Congolese refugees, the vast majority from Burundi receive protection and basic assistance in the areas of Child and Youth Protection and Development, Community based rehabilitation for persons with disabilities and special needs, and Gender based violence / Women's protection and empowerment (WPE).
IRC seeks to recruit qualified, energetic and committed candidates to fill the following position:
Position: Finance Manager (1)
Location: Kibondo - Kigoma
Reporting to: Program Coordinator

KEY RESPONSIBILITIES
a) Ensures that all policies and procedures are in compliance with IRC and funding sources.
b) Ensure that the allocation of salaries is based on timesheets
c) Closely monitor all financial activities and keep the national finance controller of all situations which have the potential of a negative impact on internal controls of financial performance.
d) Ensure that there is adequate segregation of duties and delegation and ensure that all relevant / senior staff are aware of and have access to or copies of the IRC TZ Finance Manual
e) Ensure that authorized signatory list and bank information forms are regularly updated and hardcopies are on file.
f) Allocation of Grant T2s and preparation of forecasts and spending plans for Grant meeting.
g) Closely monitor all grants to ensure that no grants are overspent or under spent by insuring that Budget vs Actual are prepared and used by all sectors.
h) Ensure that there is always adequate finds at the site, through cash flow management, liaisons with the banks and country office for smooth running of programs.
i) Examine and evaluate financial and information systems, recommending controls to ensure system reliability and data integrity also determine scope of further investigation required when necessary.
j) Inspect cash on hand (sport check), notes receivable and payable, negotiable securities, and canceled checks to confirm records are accurate.
k) Do inventory sport check, surprise cash count verify warehouse journal and ledger entries such as warehouse release note, Good received note, stock cards, bin cards etc.
l) May make recommendations regarding improving operations and financial position of IRC
EDUCATION and/or EXPERIENCE
- Degree or masters in finance or accounting, CPA or equivalent
- Prior knowledge of SUN system is a plus
- Excellent knowledge in excel and relevant accounting packages
- Minimum of two years relevant experience
- Ability to read, analyze, and interpret financial data, understand and technical procedures.
- Ability to write reports and procedure manuals.
- Ability to effectively present information and respond to questions from managers, employees and coordinators.
