The African Union was established as a unique Pan African continental body. It is charged with the responsibility of spearheading Africa's rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States; as well as developing a new world wide partnership. Its Headquarters is located at Addis Ababa, capital city of Ethiopia.
In a move to show solidarity with Members States that are most hit by the Outbreak of Ebola Virus Disease the African Union Commission is working with all Member States and International partners towards containing the spread of the disease. The ASEOWA main objective is to contain the Ebola spread in West African countries.

Major Duties and Responsibilities
Under the supervision of the Director Social Affairs the Monitoring and Evaluation Officer will be responsible for the following:
  • Identify priority data needed for immediate operational and planning means and rapidly develop methods of collecting this data.
  • Coordinate the day to day accurate data collection and systematic and objective assessment of the project.
  • Collecting information on how people have been affected by the Ebola outbreak and how they are coping with the Ebola in order to decrease the spread of the disease and to help ensure that communities have the food they need until the outbreak is over.
  • Coordinate and lead rapid needs assessments as necessary, including coordination with other agencies and prompt analysis and dispersal of findings.
  • Develop M&E processes and related tools that support quality assurance for key program areas (emergency response and health capacity building);
  • Design, test, implement and review routine project monitoring and report forms, databases and data flow mechanisms and oversee the management of data for regular reporting on program progress;
  • Establish and maintain feedback mechanisms for M&E results with all stakeholders to identify and share lessons learned and to encourage use of data for decision-making at all levels and effectively communicate this information;
  • Conduct operational research activities as appropriate to support effective and efficient program implementation;
  • Advise in the planning and monitoring of M&E related expenditures and make recommendations for required human and financial resources;
  • Perform other duties as assigned.
Qualifications and Work Experience Required
  • All successful candidates must demonstrate an overriding commitment to work with local communities, possess up to 5 years of relevant work experience in M&E, and Project planning and management including reporting.
  • It is also required that you hold a minimum of Bachelor's Degree in Social Sciences, Commerce, Public Health, Project Management, Monitoring and Evaluation, and organizational leadership.
  • All applicants must be willing to regularly travel to Ebola affected countries and under difficult situation during this international emergency.
OTHER RELEVANT SKILLS
  • Must have web based skills like HTML.
  • Good knowledge in equipment used for data processing.
  • Excellent interpersonal skills, ability to organize and motivate others, and work in a multicultural environment,
  • Must have good communication skills
  • Excellent drafting and reporting skills;
Tenure of Appointment
The appointment will be made on a fixed term contract for a period of Six (6) months, of which the first one (1) month will be considered as a probationary period.

Remuneration
The salary attached to the position is a fixed monthly lump sum of US$6,002.83 inclusive of all allowances for internationally recruited staff, and US$5,035.86 inclusive of all allowances for locally recruited staff.
