The Higher Education Students' Loans Board (HESLB); was established under the Act No. 09 of 2004 (as amended) and started operations in July, 2005. The main functions of the HESLB, among others, include the following:-
(i) To issue Loans, Grants and Scholarships to Eligible and Needy Tanzanian Higher Education
Students;
(ii) To keep Records of beneficiaries of those funds and amounts issued to them;
(iii) To collect Repayments for all Loans issued to Students since 1994 so as to Re-Iend the collected funds to other Eligible and Needy Tanzanian Students; ,
(iv) To Maintain collaboration and Networking with Key-Stakeholders including Higher Education
Institutions (HEls), Employers and Loans Beneficiaries;
(v) To advise the Government on matters relating to issuance of Loans, Grants, Scholarships and Recovery of Loans;
The Board now invites applications from qualified Tanzanians to fill the vacant positions mentioned below:
Procurement and Supplies Officer Grade II( HESLB SCALE 4.0)
Qualifications and Experience:
Holder of Bachelors Degree or Advanced Diploma in Materials Management/Procurement and Supplies with at least a Lower Second Class;
(ii) Must be registered with the National Board for Materials Management (NBMM) as Certified Supplies Professional. .
Computer literate in Database, Spread Sheet and Access.
Duties and Responsibilities:
To receive all purchased goods as per terms & conditions of the contract/LPO and reports submitted by the inspection and receiving team immediately after delivery;
To post all received goods in Goods Received Note (GRN) and respective ledger books /bin cards immediately after delivery;
To store all received goods through LPO, Contracts and Material Returned Note (MRN) immediately after receiving;
To issue all requested goods through Materials Requisition and Issue Note (MRIN) immediately after approval by heads of departments;
To update posting of all goods received and issued in the ledger books/bin cards and vote book perpetually;
To carry-out annual stocktaking exercise;
To perform any other duties assigned by supervisor .

Research and Survey Manager (HESLB SCALE 10.0)
Qualifications and Experience:
(i) Holder of Bachelor's Degree or Advanced Diploma in Economic Planning, Economics or Statistics;
(ij) Holder of Master's Degree in Economic Planning, Economics or Statistics;
(iij)Thorough knowledge and experience in Medium Term Expenditure Frame Work (MTEF)
Qualifications and Experience:
(i) Holder of Bachelor's Degree or Advanced Diploma in Economic Planning, Economics or Statistics;
(ij) Holder of Master's Degree in Economic Planning, Economics or Statistics;
(iij)Thorough knowledge and experience in Medium Term Expenditure Frame Work (MTEF)
Senior Procurement and Supplies Officer Grade II (HESLB SCALE 6.0) - 1 POST
Qualifications and Experience:

To make all payments, deposit cash/cheque in all Bank accounts;
To deliver instructions to the Bank;
To collect cheque Books from the bank(s);
To collect mails /statements from Banks;
To make cash withdrawals for normal expenditure;
To prepare receipts for revenue collection;
To dispatch Student's Loan cheques to 'HI or to the Bank;

Computer literate in Database, Spread Sheet and or Access.
Duties and Responsibilities:
To identify or track loan defaulters since 1994 for the purpose of recovering the loans;
To scrutinize Loans Contracts or Agreements entered into between students and the Government since 1994;
To prepare a Register or Record of identified loan to be recovered;
To calculate and establishes the amount of loan to be recovered from each loan defaulters;
To prepare a Register or Record of identified loan beneficiaries;
To initiate formulation of appropriate mechanisms for recovery of such loans;
To perform such other functions as may be directed by his/her Supervisor.
Computer Systems Analyst Grade II( HESLB SCALE 4.0)
Qualifications and Experience:
Holder of Bachelor Degree or Advanced Diploma in Information Technology or Computer Science with at least a Lower Second Class;
Fully Computer Literate.
Duties and Responsibilities:
To design, implement, maintain and troubleshoot the Board's Local Area Network (LAN) and Wide Area
Network (WAN);
To analyze and recommend to the Manager ICT on development/ upgrading of ICT Systems;
To install, configure, update and maintain computers, programs;
To maintain the inventory of all lCT equipments of the Board;
To prepare specifications for new Hardware s or Softwares to be purchased by the Board;
To carry out regular updates of antivirus software s;
To maintain the Boards Local Area Network (LAN) and Wide Area Network (WAN);
To design; implement and update network devices configurations (routers, firewalls, servers etc.);
To carry out regular checkups and maintenance of the computer Hardware;
To perform regular backups of data for all systems;
To maintain the Board's offsite back up sites;
To perform any other functions as may be directed by his/her Supervisor.
