The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat supports the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties. The Information Technology Services programme (ITS) is the central service provider for information and communication technology infrastructure and user support services, as well as for information systems development, maintenance and application support within the UNFCCC.
What will you be doing As Coordinator you will plan, formulate, implement and manage the work of ITS programme in the UNFCCC secretariat to ensure state-of-the art ICT services, including in support of the secretariat's climate change conferences, the International Transaction Log (ITL) and other key ICT systems. You will work closely with the Executive Secretary and report directly to the Deputy Executive Secretary.
Expected key results
You will have the following responsibilities
1. You will enhance the secretariat's ability to achieve its overall mandate through strategic vision and policy advice to the Executive Secretary.
Activities include
  • Defining and effectively communicating the contribution that technology can make to the organization's objectives, and providing a vision of ICT services that drives innovation and excellence in secretariat ICT operations;
  • Taking a holistic view of the needs of internal and external stakeholders and translating these into innovative, cost-effective ICT plans and solutions that meet requirements and are fully integrated in the organization's overall ICT architecture;
  • Enabling consensus across the organization for the organization's ICT strategy, related investment decisions and risks, as well as priorities and constraints in its implementation;

  • Driving innovation and implementing comprehensive organizational change management initiatives to solidify modern and mature ICT services;
  • Advising the Chair of the management team (MT) sub-committee on ICT to ensure effective secretariat-wide governance of all ICT operations;
  • Serving as a member of the management team to provide advice to the Executive Secretary on the overall direction of the secretariat.
2. You will plan, direct and manage the resources (financial, human and material) of the ITS programme to ensure integrity and accountability for assigned resources.
Activities include
  • Ensuring optimal organizational structures and resource allocation to allow for a flexible ICT operating model meeting the organization's needs in the most effective and efficient manner with a strong client service orientation;
  • Formulating the biannual ITS programme budget and overseeing its implementation, ensuring effective, efficient and transparent use of funds;
  • Directing and coordinating implementation of all activities and projects under your responsibility by ensuring that goals and objectives are met and high quality outputs are delivered in a cost-effective and timely manner;
  • Managing the programme's human resources, including by aligning all ITS staff behind a common vision, motivating staff to be client-oriented and deliver high-quality services and products, and ensuring a positive and collaborative working relationship between the ITS programme and other programmes in the secretariat.
3. You will eensure that a strategic, state-of-the-art technology environment is created in the secretariat using best practices.
Activities include
  • Identifying, assessing, and advising senior management on emerging technology trends, their potential value and related risks, and how these fit into the organization's overall requirements;
  • Providing expertise in solution architecture, system stabilisation and future-proofing of secretariat ICT systems and processes;
  • Ensuring that the organisation's business processes are correctly modelled and that the standards, processes and data architectures to support these are put in place;
  • Managing a complex information environment with high volumes of structured data exchanges with external stakeholders as well as non-structured data relating to content management; in collaboration with relevant secretariat programmes driving the implementation of integrated enterprise content management solutions.
  • Mainstreaming innovative technologies that promote collaborative working practices, knowledge sharing and communication.
4. You will represent the secretariat, ensuring the image of the secretariat as a respected partner and relevant climate change advisor.
Activities include
  • Serving as main liaison, and representing the secretariat in the field of information technology at international level and with its internal and external clients;
  • Negotiating and coordinating with relevant national authorities.
5. You will perform any other job related activity required to achieve the goals and objectives of the secretariat, including acting as Officer-in-Charge of the secretariat upon request by the Executive Secretary.
What are we looking for
Educational background Required
  • Advanced university degree (master's or equivalent) in computer sciences, information systems management, business administration, engineering, mathematics or related fields or disciplines.
  • A combination of relevant academic qualifications and extensive experience may be accepted in lieu of advanced degree.
Experience Required
  • A minimum of twelve (12) years of progressively responsible experience in planning, designing, implementing and overseeing large-scale ICT operations, including strategic planning and development of ICT governance mechanisms.
  • Proven ability to manage complex organizational change and lead, align, and motivate ICT organizations.
  • Experience with ICT resource management, business modelling, portfolio management, financial management and cost-recovery models.
  • Proven ability to prioritize and manage human, financial, and information resources strategically.
  • Four to five years should have been at the international level (UN or other international organization).
Language skills Required
Desired
  • Fluency in English (both oral and written) is essential.
  • Working knowledge of another UN official language.
Specific professional knowledge Required: Desired
  • Knowledge of ICT governance and IT service frameworks (e.g. COBIT, ITIL), ICT strategy formulation and implementation, enterprise architecture frameworks.
  • Knowledge of relevant organizational technology platforms (Microsoft stack, enterprise content management systems, Software as a Service (SaaS)) and emerging technologies. Demonstrated understanding of how information can be harnessed and used for organizational effectiveness.
  • Familiarity with knowledge management concepts.
