UNOPS East Africa Hub
Located in Nairobi, Kenya, the East Africa Hub manages a growing portfolio of engagements, including associated strategic and operational risks. The East Africa sub-region currently consists of an established Operation Center in South Sudan and a portfolio of engagements managed by the Kenya based East Africa Hub office. This includes primarily transactional projects in partnership with the Nairobi based UN Agencies UN-Habitat and UNEP, and multiple 'operational'projects in Somalia, Tanzania, Burundi, Uganda, Kenya and several island states.
The East Africa Hub is currently being reconfigured to ensure, in keeping with the regional strategy, an enhanced scope of engagements and improved operational excellence in the growing area of responsibility. The Advisor is a member of the hub management team and reports to the East Africa Hub Director. Her/his main responsibility is advising the Hub Director and overseeing regional performance. This entails optimizing the organizational structure required to deliver a multi-country and multi-faceted portfolio of projects, and the requirement to strictly monitor management results - in particular with regards to financial stewardship, people excellence and process excellence. It also entails development and delivery of infrastructure operations in a multi-country context.
Functional Responsibilities
As part of the East Africa Hub management team, the incumbent advises and supports the Hub Director with regard to:
  • Strategic direction and sub-regional/hub priorities, including advising on appropriate structural arrangements within and between entities in the hub structure; cross-functional integration and coordination within the sub-region/hub;
  • In close collaboration with the sub-regional/hub management team, development and implementation of the hub strategy and business plan based on UNOPS strategic plan and regional strategy, understanding of the needs and expectations of stakeholders and the external environment, and internal performance capabilities;
  • In close collaboration with the sub-regional management team, preparation of proposed hub targets in terms of recognized value, process excellence, people excellence and financial stewardship. Monitoring and oversight of hub-performance and measures required to achieve targets;
  • Drive and support world-class performance, organizational excellence and continuous improvement, and nurture a high-performance management culture;
  • Guidance and application of the management resources of the hub, ensuring cost recovery, and accurate financial reporting to partners and clients;
  • Advancing development effectiveness, including through attribution of direct UNOPS costs to projects as appropriate;
  • Oversight of the project portfolio performance, and execute appropriate controls;
  • Facilitating and encouraging the sharing of information, knowledge and best practices, achieving dialogue throughout the region;
  • Advising on implementation, communication and monitoring of relevant policies; and
  • Advising on development, review and updating of relevant policies
  • Review and optimization of sub-regional infrastructure delivery capacity with a view to utilizing Nairobi as a support and technical assistance hub for engineering/infrastructure operations at the country level.
  • Provision of support and guidance for start up operations in the hub area
  • Helping to lend meaning and definition to the 'fragile states' thematic role of the East Africa Hub
  • Enhancing communication and cooperation of units within the sub-regional hub and between hubs in the Africa Region and beyond.
  • Ensuring rational and simple management structures and oversight mechanisms in the area of responsibility of the hub
  • Other business arising in the context of strengthening presence, performance/value addition and reputation of the organization
Education
Advanced university degree (Master's degree or equivalent), preferably in Engineering, Business Administration, Public Administration, Political Science, International Relations, or other related field. A combination of first-level university degree with additional 2 years work experience may be accepted in lieu of the advanced university degree.
Experience
At least 10 years of relevant experience in an international business environment, providing management advise and oversight, including experience in working with or overseeing project management. (First level university degree holders will require a minimum of 12 years of relevant working experience)Prior experience with international organisations and the development sector is an asset.
Languages
Fluency in written and spoken English is essential; Working knowledge of additional UN or regional languages is considered an asset.
