VCT OFFICER- KATAVI POSITION Locally known as the Walter Reed Southern Highlands AIDS Program, the Henry Jackson Foundation Medical Research International (HJFMRI) is an international non-governmental organization working in several countries conducting research studies and providing care and treatment to people affected by HIV/AIDS.  HJFMRI is funded by the Presidents Emergency Plan for AIDS Relief PEPFAR.

In collaboration with the Ministry of Health and Welfare (MOHSW), HJFMRI has been leading a comprehensive HIV/AIDS care and treatment program in the Southern Highlands of Tanzania since 2004 with support from the President's Emergency Plans for AIDS Relief (PEPFAR).  The program is based in the Mbeya and has since extended to more than 100 health facilities in Mbeya, Rukwa and Ruvuma regions, which collectively represent a catchment area of about 6 million people.  Mbeya region is one of high prevalence regions in Tanzania and expansion of HIV care and treatment programs is critical.

JOB DESCRIPTION

1. Job Title: Counseling and Testing Officer
Reports to: Regional Outreach Coordinator
Location: Katavi

General Overview:
The Counseling and Testing Officer is responsible for management of community based programming and supporting Voluntary Counseling and Testing and other related services under the Walter Reed Southern Highlands HIV Program Tanzania. Services includes, but are not limited to Training of Counseling and testing service providers; and execution and promotion of CT services across the zone and supervision of all CT activities to ensure quality service delivery,  createing strong linkage with prevention and palliative care interventions. The incumbent will also be responsible for liaising with local and national associations/networks for post test clubs, for the purpose of developing comprehensive community programs for HIV and AIDS as it relates to the need/goals of care and treatment and research activities supported in Tanzania by the US Military HIV Research Program (USMHRP) and the Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF).

Duties and Responsibilities:
Works with the Outreach Coordinator to assess capabilities of local organizations (community based, non-government and faith based) within the Southern Highlands, identifying those who will participate under the Walter Reed Southern Highlands HIV Program either through direct funding and/or provision of technical assistance;
Coordinates Counseling and testing services expansion and implementation with other aspects of the Walter Reed Southern Highlands HIV Program as well as other USG and bilateral donors/partners active in the region, ensuring development of a comprehensive prevention interventions and counseling and testing program;
Facilitates development of organizational partners and their staff through provision of resources and technical assistance;
Assists partners in capacity building by establishing structures, tools and mechanisms to improve services including enhanced data collection and fiscal accounting and analysis and application of findings towards program planning;
Travels within the Southern Highlands for the purpose of program management, continued service development, implementation and evaluation of service delivery;
Promotes referral linkage to CTC for those eligible and organize CT campaigns for HIV Networks/NGOs in the zone;
Works with partners to ensure the collection of quality data within relevant areas of funding and the reporting of this data for semi-annual and annual submissions;
Participates as a member of the HIV USG Tanzania Team providing technical expertise in the area of CT and prevention activities ensuring programs are in line with the USG HIV/AIDS in-country strategy;  
Prepares funding documents and written reports as may be required;
Develops and maintain good working relationships with other partners, governmental and non-governmental, within the three regions;
Provides monthly reports to the Outreach Director;
Provides technical assistance to other HJFMRI programs including HBC, OVC, Prevention, Lab &other projects as needed;
Performs any other assignments or duties that may be required to support the general program.
Requirements/recommendations:
At least five years of related community outreach experience related to one or more in the areas of counseling and testing, and prevention services
Knowledge about HIV disease, transmission and prevention based upon training or experience.
Knowledge and experience regarding community based programs for HIV prevention and supportive care and treatment
Experience in counseling in relation to death and dying
Extensive experience with care of hospice patients and hospice programs
Incumbent will be expected to travel frequently within Tanzania.
Program management experience and training in international settings, in particular, within a developing country situation
Position may require working evenings and weekends; will include working with groups focusing on various aspects of HIV prevention and care and treatment; will require working with various faith/church groups
Good communication skills; ability to troubleshoot; ability to work independently and supervise others.
Must be diplomatic and culturally sensitive, with excellent communications skills.

Education Qualifications:
Bachelor in Nursing or Advanced Diploma in Nursing with Postgraduate training in Public Health and/or Bachelor of Science in Counseling or related discipline.
Knowledge and skills in organizing health campaigns including VCT is desirable
Computer knowledge is additional advantage
