LIBRARIAN JOB at East African Court of Justice

Our Client, The East African Community is a regional intergovernmental organization comprising the Republic of Burundi, the Republic of Kenya, the Republic of Rwanda, the United Republic of Tanzania, and the Republic of Uganda with its headquarters in Arusha, Tanzania.

The EAC mission is to widen and deepen economic, political, social and cultural integration to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments.

LIBRARIAN
(EAC/HR//2014-2015/021)

Reports to : Deputy Registrar

JOB PURPOSE

To establish, develop and manage a computerized library and documentation centre; acquire, process, and disseminate visual materials, documents, books and other publications for use by the Judges, Court staff as well as other authorized users.

DUTIES AND RESPONSIBILITIES
Develop and implement library policies, procedures, rules, regulations and user guides.

Manage the Court library and ensure safety of the books, journals periodicals and other related materials.

Acquire visual materials, documents, books and other publications for use by the Judges, Court staff as well as other authorized users.

To acquire library supplies.

Classify, catalogue, index, shelve and store documentation, books and other publications for borrowing.

Evaluate application and cost-effectiveness of state of the art library technology and advise management for decision-making; coordinate user training in respect with utilization of library services.

Compile list of library books and other materials and verify conformity of ordered items.

Promote the use of the library by user-friendly internal design and provide appropriate guidance to users.

Perform any other duties as may be assigned by the Management from time to time.

MINIMUM JOB REQUIREMENTS

ACADEMIC AND PROFESSIONAL QUALIFICATION

Bachelor's Degree in Library Science / Information Science.

WORK EXPERIENCE

A minimum of five (5) years' experience, two (2) of which must be in busy judicial/court library environment.

SKILLS AND COMPETENCIES

Knowledge of Cataloging, indexing, information dissemination.
Must be able to provide leadership to Library and documentation team.

Ability manage diversity, conflict and change; write proposals and conduct research, effectively communicate, have presentation, conceptual, planning, negotiation, networking, judgment and decision making skills.
Proficient in Microsoft Office Applications.
Ability to interpret legal jargons.

TERMS AND CONDITIONS OF SERVICE

The above post is tenable for a contract of five (5) years renewable once.

The position is subject to the application of the Quota System

EDUCATION QUALIFICATIONS

All candidates applying must have qualifications that are recognised by the relevant national accreditation body in their respective countries. This condition is applicable for locally and internationally attained qualifications.

All professions that require registration with the specific professional bodies will be expected to do so in compliance with the requirements of their countries. Examples include: Accountants, Auditors, Engineers, Procurement Specialists, and Medical Personnel.

RELEVANT WORKING EXPERIENCE

Relevant working experience in this regard refers to post education work experience. Internship, training, apprenticeship and clerkship will not be considered as relevant work experience. The same will apply for any experience attained before professional certification where relevant.
