ANNOUNCEMENT FOR A POSITION OF CHAIRPERSON TO THE NATIONAL WATERBIRD.
MINISTRY OF WATER undertakes management of water resource through nine basn water board established to ensure suitable management and development of water resource at basin level. At national level there is national water board to advise the minister responsible for water on matters related to multi-sectorial coorinatotion in integrated water resource planning and management as well as resolution of national and international water conflicts. The national water board will expire in January 2015. The ministry is now looking for an experienced and qualified candidate for the position of a chairperson to the 2nd national 
water board.


FUNCTIONS OF THE NATIONAL WATER BOARD.
According to section 21 of the water resource management act. No 11 of 2009 the national water board has the fallowing functions:
a. Examine any matters which may be referred to it to it by the minister or any sector ministry relating to sustainable management of water resources and shall recommend to the ministry of or the sector ministry.
b. Advice on investment priorities and financing patterns and co-coordinate and harmonies externally funded project and programmers affecting water resource.
c. Advice on integration of inter-sectoral water water resource assessment and planning.
d. Advice on co-ordination of basin planning and management.
e. Advice on inter-sectoral or basin conflicts.
f. Advice on investment priorities and financial .
g. Advice on trans boundary water resource management.
h. Recommend to the minister legislative measures for the management of water resource and effective control of water pollution.
i. Liaise with the director on technical matters.
j. Prepare the bi-annual report on the state of the water resources.
k. Preform such other water resource advisory functions as the ministry may deem necessary.

REQUIRED QUALIFICATION AND EXPERIENCE.
Applicant for this position should posses adequate knowledge and experience in the water sector, water related sector or proven experience in the leadership and administration. He/she should have specific knowledge on water resource management discipline and should not be from a major water user.

ROLE PURPOSE:

Save the Children is bidding for a major nutrition project to be funded by the UK Department for International Development (DFID), Addressing Stunting in Tanzania Early (under 5's) (ASTUTE). The projectaims to reduce the number of stunted children by 7% (50,000) in the targeted regions within a period of 5 years.
Outcomes are anticipated to be:
1. Improved maternal, infant and young child feeding practices;
2. Enhanced quality of nutrition services through the health system;
3. Improved household access to diverse and nutrient rich foods through own production and purchased from the local market;
4. Improved multi-sectoral response to nutrition at sub-national levels (Agriculture, WASH, Health, Early Child Development (ECD), Community Development, Livelihoods);
The Monitoring, Evaluation, Accountability and Learning (MEAL) Adviser will be responsible for programmatic information management, monitoring and evaluation and ensuring that the project remains accountable to both donor and beneficiaries through the development and dissemination of appropriate and transparent community monitoring tools. S/he will also ensure that information collected is reflected upon, used to improve the project and is incorporated into consistently high quality reports. S/he will be responsible for developing (in coordination with the Deputy Chief of Party and other project staff), coordinating, maintaining and constantly improving MEAL systems to collect information and analyse trends related to the project. S/he will also be responsible for developing appropriate tools and/or mechanisms that support the implementation and evaluation of activities throughout the life of the project.
At impact level: reduce the prevalence of stunting in Tanzanian children aged five years by at least 7% in 5 target regions through focusing on strengthening systems and multi-sectoral collaboration at the district and regional levels and social and behaviour change at regional, district, community and household level at a regional scale (all districts in the selected regions will be covered).
Interventions across all districts in the selected region(s) will have a measurable impact on stunting. It is also expected that interventions will have strong institutional strengthening and capacity building component, and significant Social Behaviour Change component.
The MEAL Adviser will work closely with all partner organisations and other members of the Save the Children team but will have no supervisory responsibility. S/he will be supervised by the Chief of Party and be based in Dar Es Salaam with frequent travel to the field.
SCOPE OF ROLE:
Reports to: SCI Tanzania Deputy Chief of Party ASTUTE ('Addressing Stunting in Tanzania Early Programme)

• Implement and train staff on project tools, including community based monitoring mechanisms;

ROLE PURPOSE:
Save the Children is bidding for a major nutrition project to be funded by the UK Department for International Development (DFID), Addressing Stunting in Tanzania Early (under 5's) (ASTUTE). The projectaims to reduce the number of stunted children by 7% (50,000) in the targeted regions within a period of 5 years.
Outcomes are anticipated to be:
1. Improved maternal, infant and young child feeding practices;
2. Enhanced quality of nutrition services through the health system;
3. Improved household access to diverse and nutrient rich foods through own production and purchased from the local market;
4. Improved multi-sectoral response to nutrition at sub-national levels (Agriculture, WASH, Health, Early Child Development (ECD), Community Development, Livelihoods);
The Monitoring, Evaluation, Accountability and Learning (MEAL) Adviser will be responsible for programmatic information management, monitoring and evaluation and ensuring that the project remains accountable to both donor and beneficiaries through the development and dissemination of appropriate and transparent community monitoring tools. S/he will also ensure that information collected is reflected upon, used to improve the project and is incorporated into consistently high quality reports. S/he will be responsible for developing (in coordination with the Deputy Chief of Party and other project staff), coordinating, maintaining and constantly improving MEAL systems to collect information and analyse trends related to the project. S/he will also be responsible for developing appropriate tools and/or mechanisms that support the implementation and evaluation of activities throughout the life of the project.
At impact level: reduce the prevalence of stunting in Tanzanian children aged five years by at least 7% in 5 target regions through focusing on strengthening systems and multi-sectoral collaboration at the district and regional levels and social and behaviour change at regional, district, community and household level at a regional scale (all districts in the selected regions will be covered).
Interventions across all districts in the selected region(s) will have a measurable impact on stunting. It is also expected that interventions will have strong institutional strengthening and capacity building component, and significant Social Behaviour Change component.
The MEAL Adviser will work closely with all partner organisations and other members of the Save the Children team but will have no supervisory responsibility. S/he will be supervised by the Chief of Party and be based in Dar Es Salaam with frequent travel to the field.
