Special Notice
The appointment is limited to the Mechanism for International Criminal Tribunals. Appointment of the successful candidate on this position will be limited to the initial funding of the post. Extension of the appointment is subject to the extension of the mandate and/or the availability of funds. As the international tribunals are not integrated in the Secretariat, UN Staff Members serve on assignment or secondment from their parent department/office if selected. Appointments of staff members in the United Nations are subject to the authority of the Secretary-General. Staff Members are expected to move periodically to new functions in accordance with established rules and procedures, and may in this context be reassigned by the Secretary-General throughout the Organization based on the changing needs and mandates.
Organizational Setting and Reporting
This position is located in the Registry of the Arusha Branch, Mechanism for International Criminal Tribunals ('Mechanism'). Under the immediate supervision of the Project Manager and overall supervision of the Officer-in-Charge, Registry, Arusha, the incumbent will provide engineering support for the construction, setting up and operation of the MICT in its new premises in Arusha, as well as for operation of the Kigali Office.
Responsibilities
Within delegated authority, the Engineering Technician FS-5 will be responsible for the following duties:
  • Overseeing technical and administrative functions in the unit under supervision.
  • Ensure compliance of all work related activities in a fair, ethical and consistent manner.
  • Plan, schedule and implement preventive maintenance of buildings, electrical power installation, air conditioning and refrigeration installations, power plants and other infrastructure facilities.
  • Provide scheduling and supervision for construction, repair, maintenance and installation of conventional buildings, temporary buildings, infrastructure and sites and premises in the mission area.
  • Familiar with operating procedures, standards and codes of the facilities/equipment, with respect to location requirements.
  • Assist in technically evaluating bids and proposals for construction/installations projects.
  • Prepare periodic acquisition plans for engineering materials/equipment the units under supervision
  • Plan, schedule and prepare projects for the electrical installation, electrical power plants installations, electrical systems and buildings and camp/sanitary infrastructure.
  • Supervise and coordinate the installation, servicing, maintenance and repair, in compliance with recognized standards and regulations pertaining to safety and installation codes, of various electrical and mechanical installations, electrical power plants and/or buildings and camp/sanitary infrastructures.
  • Diagnose technical faults and carry-out remedy for malfunctioning or defective air-conditioning and refrigeration installations, electrical systems, generating sets and/or buildings and infrastructure.
  • Assess requirements for the installation, repair and maintenance of air-conditioning and refrigeration installations, electrical systems, generating sets and/or buildings and infrastructure. On the basis of the assessment, draft technical or assessment reports; determine work requirements, and issue work orders and work assignments to assistants and technicians.
  • Supervise, inspect and appraise the work carried out by international and local staff and contractors. Supervise junior technicians, tradesmen and artisans assigned to the team, and local and international junior staff assigned by determining workloads and schedules.
  • Conducting in-house training to junior technicians, tradesmen and artisans on the imaging technical skills in the new construction methods, installation of specialized equipment, fault finding and remedy.
  • Apply and ensure adherence to safety programmes related to the safe operation of air-conditioning and refrigeration installations, electrical systems, generating sets or power tools and equipment of the building and maintenance trade.
  • Identify resource requirements for his/her area of responsibility in connection with budget preparations.
  • Review and approve work orders and assign tasks to tradesmen and technicians being supervised.
  • Secure equipment, materials, supplies and spare parts for supervised works.
  • Supervise the maintenance of records relating to inventories, work orders and general correspondence.
  • Inspect and report on construction project work and maintenance work carried out either by contractors or tradesmen and staff under supervision, and ensure proper utilization of available resources.
  • Read and interpret specifications and technical drawings, schedules, manuals for construction projects, installations and upgrade repair of infrastructure. Prepare bills of quantities and costing for infrastructure projects. Resolve problems; inspect quality of work and work performance.
  • Issue instructions at site, record variances, supervise and record measurements of work taken with respect to work progress and progress payments. Follow up on correction of defects in material or workmanship of contractor's work during the warranty period of the contracts.
  • Assist in the preparation of cost estimates for infrastructure projects and maintenance programmes.
  • Assist in technically evaluating bids and proposals for construction projects.
  • Verify completion of construction or maintenance stages of projects and recommends to the Chief of Unit / Section for progress or final payments.
  • Alert the Chief of Unit / Section of unusual occurrence and/or damage that have taken place or are likely to occur.
  • Perform other duties as assigned by the supervisor or the Section Chief.

Education
High school diploma or equivalent is required. Technical or vocational certificate in construction management or in a relevant engineering discipline is required. Recognized and valid License of the trade (air-conditioning, refrigeration, generator, power supply, electrical, carpentry, plumbing, or welding, etc.) is desirable.
Work Experience
At least eight (8) years of relevant experience in construction project supervision and implementation including installation and maintenance of air-conditioning and refrigeration, electrical systems, generating sets or other building's infrastructure in a private, commercial or military environment, including two years of supervisory responsibility. Experience in international operations in a post conflict environment is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in oral and written English is required.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
