The International Economic Growth Division manages projects that are pioneering new approaches to agriculture, food security, climate change, and competitiveness—as well as monitoring and evaluating projects within these sectors. We work throughout Africa, Asia, Latin America, and the Middle East for chiefly governmental clients, including the US Agency for International Development (USAID), the Millennium Challenge Corporation, the Inter-American Development Bank, the Asian Development Bank, the World Bank and the Bill & Melinda Gates Foundation.
The USAID funded project Building Low Emissions Alternatives to Development, Economic Resilience, and Sustainability (B-LEADERS) project serves as the anchor program that promotes the US government's Enhancing Capacity for Low Emission Development Strategies (EC-LEDS) in the Philippines. Under the supervision of the Contracts & Finance manager in the US, the Administration Manager/Accountant records financial transactions, posts to appropriate projects and tasks, prepares periodic financial statements and reports, and keeps the records of the accounts books up to date.
Key Responsibilities
- Reviews all claims and receipts according to company procedure.
- Prepares all payments and seeks approval from Contracts & Finance Manager in the US.
- Prepares payment vouchers and corresponding checks and submits to bank signatory for approval.
- Prepares payroll and other payments with due consideration to deductions (for advances, loans, taxes).
- Responsible for recording expenditures, income, and any other related transactions, in Quicken and ensuring the monthly ROV is submitted to Abt Headquarters.
- Uploads scanned ROV documentation to the ISMS website and maintains complete electronic records.
- Prepares monthly financial reports, reconciliation of bank statements, and payroll taxes and ensures taxes and other salary deductions are paid on time.
- Reviews all printed reports from Quicken and verifies accuracy vis-a-vis monthly reports and support documentation.
- Prepares Employee Earnings and time tracking sheet on a monthly basis
- Prepares monthly bank reconciliations.
- Prepares monthly VAT reports.
- Ensures that the books of accounts are up to date at all times, orderly, well kept, and readily available for reference and audit, when required.
- Prepares monthly cash requests, and promptly advises action required to cover estimated costs.
- Liaises with Abt Associates International Accounting Department on all aspects of financial procedures and any issues that may arise.
- Manages local resources of the Program, including human resources, ensuring compliance with HR policies and procedures, time reporting, performance reviews, and terminations.
- Coordinates logistics for travel and events in compliance with USAID and company procurement regulations.
Skills Prerequisites
- Bachelors Degree in Business, Accounting, or other relevant field.
- 6 years of relevant professional experience in program accounting and bookkeeping.
- USAID experience and knowledge of FARs and AIDARs is highly desirable.
- A self-starter that is able to perform under pressure is preferred.
- English language proficiency is required.
