Purpose of the Position
Under the general guidance of the Deputy Representative, the incumbent is responsible for the programme planning, monitoring and evaluation, and knowledge management function and oversees the donor reporting component of the country programme. S/he must provide analytical and technical inputs to inter-agency, national and local Government planning, budgeting, monitoring & reporting efforts for improved programming for children and vulnerable groups.
Key Expected Results
  1. Supervises staff in the PM&E Unit and provides day-to-day programmatic and technical guidance and on-the-job training on Government planning and budgeting, coordination and reviews, M&E, Knowledge Management and donor reporting.
  2. Contributes to UNICEF's participation in the CCA/UNDAF, 'Delivering as One' and joint programming processes ensuring adequate inputs on the improvement of the well-being of children and women.
  3. Coordinates and provides leadership and timely advice/guidance on UNICEF's internal programming and planning processes and in the preparation of Country Programme Documents, Country Programme Action Plans and undertaking of mid-term reviews.
  4. Coordinates development of Annual Workplans, undertaking of mid-year, and annual reviews and reporting for the programme sections ensuring coherence with government planning and budgeting cycles and adequate monitoring of programme performance
  5. Supports national and local efforts to strengthen the capacity of government to formulate policies, programmes and design of M&E systems aimed at realizing the rights of children and women.
  6. Undertakes field visits to monitor and evaluate programme implementation, as well as conduct periodic programme reviews with government counterparts and other partners. Identifies problems or alternative courses of action to accelerate/improve programme delivery.
Qualifications of Successful Candidate
  • Advanced university degree in Social Sciences or other related field.
  • Eight years of progressively responsible relevant work experience at the national and international levels in social development, management, monitoring and evaluation.
  • Fluency in English and another UN language. Knowledge of the local working language of the duty station would be an asset.
