ORGANISATION
In Africa, millions of people survive by their livestock. yet veterinary care is often insufficiently available. When farmers lose their herds to disease, drought or conflict, they lose everything: their pride, their culture, their savings and their livelihood. By helping to care for livestock and improve production, the NGO Vétérinaires Sans Frontières Belgium supports local populations in their struggle against hunger and poverty. In the Great Lakes region, our programs focus on livestock dependent communities in Burundi, DR Congo, Kenya, Rwanda, Uganda and Tanzania.
PROJECT
The Maisha Bora Belgium Food Security Project is a 5 year project (2015-2019) in both Longido (Arusha region) and Simajiro districts (Manyara region) of Tanzania. It is to be financed by the Belgian Fund for Food Security.
The program is multi-sector approach with five partners (4 Belgium and UN WFP) designed to deliver three strategic outcomes and one supporting outcome. VSF Belgium will contribute to the livestock and development of livestock resources, while Ile De Paix will support development of water as a resource, TRIAS will facilitate the income diversification, and WFP will contribute to the Nutrition component. The Belgian Technical Cooperation will coordinate the program.
The project's specific objective for VSF-Belgium will aim at households having their livestock livelihoods secured and benefiting more from livestock products. Two sub results are (1) equitable access and sustainable use of livestock resources securing a progressive form of pastoralism and (2) improved productivity and quality of animals and the safety of their products.
VSF-Belgium will implement the project in partnership with the local organization UCRT (Ujamaa Community Resource Team; www.ujamaa-crt.org).
THE ROLE
The Programme Manager manages the Maisha Bora Project in partnership with UCRT. He/she reports to the Regional Director for the Great Lakes Region.
RESPONSIBILITIES
- Manage the Maisha Bora Project, in partnership with UCRT, in accordance with VSF's strategies and approaches (i.a. partnership approach, and in close cooperation with the 4 other partners of the Maisha Bora program
- Ensure that methodological and technical support to the project is given, that a monitoring and evaluation process is put in place and that knowledge/expertise is captured within the project and shared with teams in the country/region
- Contribute to securing the co-financing funds for the program, taking into account global needs of VSF-Belgium for co-financing
- Contribute to the development of the country/regional strategy of VSF-Belgium
- Represent and promote VSF-B in the country

PROFILE
Education- Relevant advanced university degree; a degree in veterinary science, animal science or rural development is an advantage, but not essential
Knowledge and experience- At least 5 years of experience in management of development projects in Africa, preferably in the livestock and/or range management sector
- Experience in working in pastoralist contexts
- Experience in Project Cycle Management and Result Based Approach
- Experience in working with local partners and in capacity building of local partners
- Experience in financial management of development projects
- Fluent in English; French and Swahili are an advantage
