SUMMARY OF ROLE
The HR Planning Project Officer is responsible for contributing to the Government of Tanzania's efforts to improve equity in the distribution of human resources for effective service delivery to Tanzania's most vulnerable populations. As a member of a project team he/she will assist the HR Team Lead and IntraHealth HR Senior Advisor in developing a strategic approach to planning and implementing HR interventions with Local Government Authorities (LGAs) to accomplish that objective across sectors. The HR Planning Project Officer will be responsible for analyzing available data for use when advising LGAs during the annual planning cycle, for assisting LGA in strategic staff deployment decisions, and in facilitate the monitoring staff turnover and retention.
ESSENTIAL FUNCTIONS
- Contribute to strategic efforts to improve public sector staff planning and deployment functions at national and LGA levels
- Provide technical assistance to the LGAs for incorporating HR planning into each annual sector-specific Plan
- Mentor LGA Planning and HR Officers and their sector colleagues in HR planning and deployment components for sector-specific plans
- Strengthen LGA Planning and HR Officers and other stakeholder capacityto advocate for budget allocations to fill vacant positions
- Assist the project and LGA Planning Officers to forecast workforce needs at the LGA and project level
- Identify bottlenecks and challenges for specific LGAs and opportunities in deploying staff to health centers and dispensaries
- Participate in national technical working groups and other forums to share fLGA experience, as requested.
Desired Skills and Experience
Minimum Requirements
- Master's degree in Planning/ HR Management or similarly relevant degree
- At least six years of relevant experience. Experience in HR policy and strategic planning development and implementation in Tanzania is preferred.
- Strong familiarity with LGA annual planning and management cycle and with HR issues in Tanzania is required.
- Demonstrated experience to develop and work within approved work plans, delivering results on time and on budget.
- Proven ability to analyze numerical reports and draw conclusions and recommendations for future actions
- Demonstrated analytical skills and critical thinking
- Fluent in oral and written English
- Computer literacy in MS Office applications including Word, Excel, Power Point, and Outlook
- Willingness to travel 25% within the country and internationally on occasion
