The Green Climate Fund ("the Fund") is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.
The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework
Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.
The Fund is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. The
Fund will pursue a country-driven approach in its operations.
The Accredited Entities Specialist will be based at the Fund's headquarters in Songdo, Incheon City,
Republic of Korea. The position is for an initial three year period. This is a unique opportunity to be part of a start-up-type organization that offers stimulating challenges.
Role
The Accredited Entities Specialist will be responsible for supporting the Fund's accreditation process.
Duties and responsibilities
Within the Country Programming Division and as a member of the accreditation team, she/he will be responsible for:
- Assisting developing countries in the selection and nomination of subnational, national or regional entities for accreditation;
- Assisting potential implementing entities (IEs) with readiness and preparatory support for accreditation with the Fund;
- Supporting the work of the Accreditation Panel in the performance of its duties for the accreditation of potential IEs, as established by the guiding framework of the Fund's accreditation process and mandated by relevant Board decisions;
- Liaising with national, regional and international institutions interested in being accredited;
- Serving as adviser to the management of the Fund on matters related to accreditation and to the performance of IEs;
- Acting as the first point of contact of accredited IEs with the Secretariat, guiding them to obtain support from the Secretariat as they work with the countries and their National Designated Authorities or focal points to identify, prepare, and submit proposals;
- Actively developing the network of implementing entities, whether accredited or to be considered for accreditation;
- Undertaking the periodic review of accredited entities.
Required experience and qualifications
- Advanced university degree (Masters) in economics, environment studies, or another relevant field;
- A minimum of 5 years of relevant professional progressive experience;
- Demonstrated experience in undertaking strategic planning, accreditation or quality assurance activities;
- Experience in climate change matters and in project and programme cycle;
- Demonstrated experience in the collection and management of complex data for reporting purposes;
- Demonstrated ability in interpreting policies and procedures;
- High-level written and verbal communication skills with a range of stakeholders, with particular reference to accreditation standards and their implementation;
- Ability to manage the work under pressure;
- Team management experience;
- Ability to speak publicly about the accreditation process and train personnel;
- Fluency in English is essential; knowledge of another United Nations language is an advantage;
