The Media Council of Tanzania (MCT) is an independent, voluntary and non-statutory body with the objective of promoting freedom of the media and ensuring the highest professional standards and media accountability in the United Republic of Tanzania.

MCT is implementing a four-year Programme Strategy (2012 - 2015) that aims at expanding the perimeters of freedom of expression and of the media as well as promoting professionalism and accountability in order to ensure that the Tanzanian media contributes effectively to the country's development and democratic processes.
As part of implementation of this Strategy, MCT is strengthening its programme activities as it expands its services and engages more stakeholders and partners in delivering quality service and products. Now MCT would like to recruit competent Tanzanians to fill the vacancies below.
Library & Documentation Officer

Background
MCT has since 2009 established Information Resource Centres (IRC) in Dar es Salaam and Zanzibar as part of its strategy to strengthen its programme delivery capacity by engaging more stakeholders and partners in a most effective manner. Sustained publicity of the IRCs is desirable so that stakeholders and the public increasingly use resources in stock to empower their understanding of industry dynamics.
Overall Responsibility:
Reporting to the Publications, Research and Documentation Manager (PROM), the Officer will have overall responsibility of overseeing and coordinating services at the Information Resource Centres (IRCs).
The officer shall be key person in the MCT team in its activities to acquire IRC materials, harmonise readership services at the IRC, distribute MCT publications, design and implement distribution plan for designated MCT publications and ensure physical and electronic archiving of MCT documentation.
Tasks include storing, monitoring and maintaining records, developing and updating methods of classification and ensuring compliance with legislation.
The officer must be dedicated and proficient in methods of document use, storage, organisation and protection. Patience and a methodical, logical approach to work are prerequisites for this role.

Key Duties
Maintain IRC users' registers;
Keep proper records of users' feedback;
Prepare classification and catalogues of IRC in line with accepted standards of IRC;
Update disparate distribution lists and plans for Council's publications;
Undertake timely distribution of the Council's publications; viii) Keep records of acquired resources and publications distributed to stakeholders;
Coordinate Think Tank on Freedom of Expression and Media Issues (Tl) activities and report the same to the manager;
Provide s~pport to research studies commissioned by the Council and ensure timely dissemination of published results;
Keep stock of MCT publication and advise on need for reprint orders;
Organize, maintain and protect the Council's information database, in both paper and electronic forms. Ensures that the information needed is retrievable authentic, and accurate. '
Provide a courteous, efficient and professional service in response to customer needs and develop a broad knowledge of customer needs.
Assist with maintaining records management system, including the maintenance and management of active and archived records.
Assist in the formulation, implementation and review of record management policies and procedures.
Assist in the development, implementation and review and support training of an electronic document management system (EDMS).
Facilitate development of filing systems and maintaining It to meet Council requirements;
Devise and ensure the implementation of retention and disposal schedules;
Capture and archive all local MCT-related print media coverage;
Produce monthly updates, quarterly reports, semi and annual reports on IRC usage;
Maintain close follow up on activity progress and deadlines by all consultants engaged under the PRO docket and provide feedback of the same to the PROM.
Any other duties as may be assigned by superiors.

Key Qualifications and Experience:

A .degree or diploma in information, library and record- keeping With minimum three (3) years of relevant experience.
Competencies:
Documentation, archiving and cataloguing skills;
Solid communication skills, both written and oral, in English and Kiswahili, and ability to produce concise and water tight reports;
Excellent attention to detail.
Ability to work under pressure and adhere to deadlines.
Ability to proactively work independently with minimum supervision, and as an effective team member.
Ability to plan and manage time effectively and prioritise workload particularly in being able to manage multiple enquiries simultaneously.
Well developed problem solving and multi-tasking skills
