JOB VACANCY PROGRAM COORDINATOR (M/F) for Tanzania

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
Médecins du Monde is an international solidarity association, whose aim is to treat the most vulnerable populations in situations of crisis and exclusion throughout the world and in France by:

MdM has been working in Tanzania since 1992 on HIV/AIDS development projects. Since 2010 MdM has implemented a Harm Reduction program in Temeke District focused on HIV and Hepatitis prevention among Injecting Drug Users (IDUs).
Since the pilot phase ended in 2013, MdM program now focuses on scaling up harm reduction across the city of Dar es Salaam through its strengthened training and resource center which proposes notably technical assistance to partners. MdM has entered in partnership not only with MoHSW and the municipality of Temeke but also with other NGOs, the main one being MUKIKUTE.
In the context of the program activities' development, a position of Training and Resource Centre Coordinator is created in 2014 to support the Program Coordinator in terms of training and capacity building.
The program coordinator, with a medical background, will focus on the direct service delivery (to be handed over totally to partners in 2016) especially supervising and strengthening the health services during the presence of the TRC coordinator.
TASKS AND RESPONSIBILITIES:
The representation team of MDM Tanzania is based in Dar es Salaam, and the program office is located in the Temeke District. The team is composed of 3 expatriate Coordinators (a fourth is planned to join with regional responsibilities as said above) and a team of about thirty national paid staff and about 30 incentives staff (volunteers, peer educators).
The Program Coordinator manages a team composed of 1 field manager (in charge of outreach workers/DIC officers, outreach & DIC peer educators, outreach volunteers), 1 health services manager (in charge of HIV focal person, VCT testing counsellors, resident & volunteering nurses, resident & volunteering doctors, resident / volunteering social workers, peer educators for methadone referral & HIV support, TB volunteers)
She/he reports to the General Coordinator.
Your main responsabilities:
On Team Management
  • Manage the service delivery to PWUD and organises the activities' implementation together with the field and health services managers.
  • Guide team members in formalising peer educators' work especially following closely with field manager the implementation of micro planning for outreach
  • Guide field & health services managers in leading/supporting/monitoring their teams in their developments
  • Ensure staff development plans are created, supported and delivered.
On technical and medical support
  • Provide technical support to outreach work, DIC, medical department taking into account the cultural and legal context of the locality.
  • Responsibility for the quality insurance of the prevention, treatment and care (including linkage to care) services of the program.
  • Develop an adapted overdose prevention component
  • Supervise health service manager in collecting, defining and analysing medical and mental health care needs of the beneficiaries in order to achieve effective and tailored services including referrals
On collaboration with Training Centre
  • Facilitate training sessions on medical topics (with a particular focus on HIV, OST and hepatitis and OD)
  • Work closely with TRC coordinator and TRC team, linking them to partners and stakeholders who need training and/or sensitisation (focus on NGOs/CBOs, medical institutions and police force)
On managing M&E and Data Analysis and research
  • Be involved in improving data collection tool and data management and produces monthly reports on service delivery, based on reports from team members, she/he supports team members in improving reporting skills
  • Develop the Monitool for service delivery component
  • Are in charge together with the General Coordinator and the M&E manager of the monitoring and evaluation of the service delivery part of the program
On representation and advocacy
  • Attend national level technical meeting and build capacity of team members to represent MdM at such level.
  • Contribute to advocacy efforts of the organisation for harm reduction programs amongst the local community and authorities.
On reports, donors and finance
  • Elaborate a monthly report for Service Delivery activities
  • Participate in program proposal and donors reports writing, in preparation and follow up of the budget for service delivery
  • Supervise the elaboration anf follow up of the Service Delivery budget
On support to Kenya HR project
  • In case of need, she/he might be involved in supporting / advising / share experience and bring its expertise to MdM Kenya HR project
CONDITIONS OF EMPLOYMENT:
  • Starting: ASAP
  • Duration: 12 months

SKILLS AND EXPERIENCE NEEDED:
Professional Education and Experience
  • A significant experience in community based harm reduction and/or HIV/AIDS key population programming (5 years)
  • A medical background ( nursing or medical doctor)
  • Experience in program monitoring and evaluation
  • Experience in writing reports and proposals
  • Experience in managing a team and building capacities
  • Experience in training
Required Skills
  • Sound knowledge on harm reduction, community mobilisation, HIV/AIDS and hepatitis C prevention, care and treatment for PWUD
  • Team management skills and ability to build the capacities of team and partners
  • Ability to advocate and represent MdM's in the field of Harm Reduction
  • Thorough understanding of monitoring and evaluation
  • Capacity to manage budget design and follow up
  • Good computer skills including MS Outlook, Word, Excel and Powerpoint.
  • Knowledge and capacities in training adults

Languages:
  • Fluent English (oral and written) mandatory
  • Swahili or French is an asset
