Expression of Interest - Chief of Party, Tanzania Public Systems Strengthening (PS3) Program DAI seeks a Chief of Party for an anticipated 5-year, $70 million dollar USAID funded 'Public Systems Strengthening (PS3)' program in Tanzania. The program aligns with Government priorities for improving national and local public systems for the delivery and use of quality services. It is envisioned that the program will strengthen health care systems and key multi-sectoral components of local government administration systems as part of the approach to promote inclusive and evidence-based planning, management, and implementation of services.
Responsibilities: The Chief of Party will be responsible for the technical leadership and in-country management of the project. S/he will oversee the long-term expatriate and local staff and short-term experts in achieving project results. S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary.
Other responsibilities include:
- Provide overall technical vision, framework, and strategy framing project implementation; develop and manage annual work plans, budget and service delivery schedules.
- Oversee public systems strengthening program staff and activities, with a focus on governance, public finance, human resource development, information systems, and operations research at the national and local government levels.
- Serve as principal liaison with USAID and Government of Tanzania counterparts on program communications and activities.
- Oversee program finance and administration; assure program effectiveness; vet program deliverables.
- Oversee development and implementation of program's monitoring and evaluation systems and plan; assure collaborative learning and timely programmatic adjustments. .
- Provide timely and accurate reporting to USAID.
Qualifications Minimum of:
- Fifteen years of experience in leading/managing donor programs and activities, with at least five as Chief of Party of a large, complex program with multiple project offices/sites, as well as active grant and subcontract management.
- Ten years in governance, service planning/delivery, and public systems strengthening and/or health systems strengthening.
- Demonstrated experience working with senior host-country counterparts, donors and local stakeholders.
- An advanced degree in Economics, Business Administration, Social Sciences, Health or a related degree relevant to the field of public health is required.
- Fluent English is required.
- Experience working in Tanzania and/or East African region is desirable.
