Job Summary
The Australia–Asia Program to Combat Trafficking in Persons (AAPTIP) is a five-year (2013–2018) AU$50 million initiative of the Australian aid program that aims to reduce the incentives and opportunities for trafficking of persons in theAssociation of South East Asia Nations (ASEAN) region.
AAPTIP builds on Australia's long-term support for programs to strengthen the criminal justice response to human trafficking in Asia. These programs include the Asia Regional Cooperation to Prevent People Trafficking (ARCPPT; 2003–2006), and the Asia Regional Trafficking in Persons (ARTIP; 2006–2013) project.

AAPTIP focuses on the prosecution pillar of anti-trafficking at the national and regional level. Support will be provided to the ASEAN Secretariat (ASEC), and partner countries Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Thailand and Vietnam.
AAPTIP will strengthen the criminal justice response to trafficking by: enhancing regional and national investigative and judicial cooperation on trafficking cases; strengthening legislative frameworks; providing adequate support for victim-witnesses; and expanding the evidence base for policy development and decision-making.
Summary of Role
The International Adviser - Myanmar will assist the National Program Steering Committee, Country Program Coordinator and Counterparts from the Myanmar Police Force and the Office of the Attorney General with capacity building, mentoring, technical advice and training related to the investigation, prosecution and adjudication of cases involving the trafficking of persons. The International Adviser - Myanmar will be required to closely liaise with the long-term AAPTIP advisers that specialise in investigations, prosecutions, justice processes and victim-witness support to ensure a collaborative and cohesive approach to AAPTIP implementation.

Duration: Full-time - The initial contract will be for 1 year. There is the possibility of an extension based on performance and program requirements.
Location: Based in Yangon, Myanmar with regular travel around the region as required.

Key Responsibilities
The activities that the International Adviser - Myanmar will undertake are:
- Provide technical advice to heads of specialist investigative units, senior officers and relevant administrative officers in the strengthening of specialist unit mandates, structures, policies and procedures;
- Provide technical advice for the development, implementation and refinement of investigative practices and investigative oversight and review mechanisms;
- Provide advice to investigative personnel in the technical aspects of investigations and prosecutions, including multi-agency and transnational investigations;
- Work with the Regional Prosecutions Adviser at the national level to ensure greater integration of the work of specialist investigators and prosecutors in the investigation and prosecution of trafficking;
- Liaise closely with the Financial Investigations Adviser to ensure complimentary capacity building efforts;
- Provide a link between regional activities and those being conducted at a national level, and a link between the activities at the national level in different countries;
- Liaise closely with the Regional and National Monitoring and Evaluation Advisers in supporting the development of national annual work plans;
- Ensure compliance with DFAT's core policies, including but not limited to Disability and Child Protection Policy;
- In coordination with DFAT, liaise with whole-of-government partners including AGD and AFP on issues relevant to criminal justice sector capacity building coordination and harmonisation, and other initiatives focussing on anti-human trafficking; and
- Other duties as directed by the Team Leader.

Other Requirements
Core Competence Required
- Extensive knowledge and experience of the structures and management systems to support the effective investigation of serious criminal offences by specialist investigative units and joint investigations;
- Extensive knowledge and experience in investigative procedures, the management of criminal intelligence, financial investigations, the application of mutual legal assistance and witness protection;
- Extensive knowledge and experience in the investigation of serious and organised crimes, including human trafficking cases;
- Demonstrated experience in the design, delivery and revision of competency-based specialist investigative training programs for investigators and investigations managers;
- Demonstrated capacity to interact with counterparts in a developing country context, in a culturally appropriate manner whilst providing capacity building and mentoring support;
- Demonstrated capacity to understand, apply and provide advice to counterparts on the application of contemporary gender and human rights principles;
- Highly developed interpersonal skills complemented by excellent written and verbal communication skills; and
- Competent information technology skills.
Qualifications
- Experience working as a criminal justice practitioner with a demonstrated understanding of the investigative, prosecutorial and judicial implications of each is required;
- Experience working in a developing country context in an advisory capacity is required;
- Experience in the provision of advice on counter-trafficking in persons is required; and
- Post-secondary or tertiary qualifications in a relevant discipline is highly desirable.
