The position will report to Finance and Administrative Coordinator. The Candidate will supervise a team of 5-7 national Compliance Officers/Assistants. The Compliance Manager will ensure compliance with the country laws, donors' rules and regulations and IMC's policies and procedures by verifying finance and supporting function policies, systems and procedures, effectiveness and efficiency of established internal control functions and directing or performing their development, documentation, and implementation.

- Accounting and Finance Management
• Assist the Finance & Administrative Coordinator and the Program with day-to-day accounting operations and financial management functions for program and ensure these are performed in accordance with internal policy and procedures.
• Evaluate the effectiveness of the system of the internal control of the organization and its grantees.
• Working closely with Internal Audit (IA) to follow up all findings and recommendations raised by IA department or External auditors
• Review procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments.
• Direct the preparation of all financial reports for external purposes in respect to accounting, legal and contractual requirements.
• Ensure compliance with internal and donor regulations and procedures; establishing finance and supporting function policies, systems and procedures, and directing or performing their development, documentation, and implementation.
• Work extensively with partner organizations and sub-grantees to ensure financial activities are performed according to internal and donor policies and procedures.
• Develop and implement solutions to reconcile the compliance requirements of donors with IMC's other programs.
• Collaborate closely with IMC's HQ Finance and Grants & Contracts Departments to facilitate and ensure of pre-award business and financial audits of potential or existing sub-grantees.
• Participate as needed in negotiations with donors regarding grant restrictions, procurement and compliance, including requests for waivers or exemptions from such requirements.
• Participate in Finance, Administration and Human Resource strategy development, planning and problem-solving activities.
• Provide in-person and remote capacity building and/or training to partners in financial management, reporting and compliance.
• Establish systems to prevent fraudulent activities and review all financial documentation submitted by partner organizations and sub-grantees to certify accordance with IMC financial policies and procedures.
• Recruit, train and supervise team of Compliance Officers/Assistant for assistance to Program and Support teams in vendor/employee verifications, disbursements of incentives and running costs for health facilities.
• Work closely with other departments in order to ensures safe cash transfers and timely payments in remote areas. - Human Resources
• Verifying that all contract form are in compliance with the national laws, are approved by the auditors/lawyers and all staff receiving salaries, consultancy fees and incentives has valid and duly signed contract/documents on the file.
• Assess the recruitment process and selection of qualified IMC staff and verifying that the process is conducted in transparent manner. - Training/ Capacity Building
• Organize, coordinate and deliver trainings in Code of Conduct, Conflict of interest and Anti-bribery/Fraud Policy ensuring that all IMC staff receives the trainings at the stage of probationary period/start of employment.
• Determine training and capacity building needs of IMC partner organizations.
• Provide input, and deliver where applicable, training for IMC national staff and partner organization staff in order to build capacity, and ensure sustainability of programs.
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps - Working Relationships
• Maintain frequent communication with Finance Administrative Coordinator and the Programs Team Leader to ensure finance activities and objectives are communicated.
• Interface with national government and relevant agencies to ensure compliance with varying government regulations when necessary.
• Act as a primary liaison to partner organizations under the IMC programs for all financial and administrative matters. - Representation
• Serve as a liaison with donors on matters related to the program to ensure financial and programmatic accountability to donors.
• Participate in the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors. - Security
• Ensures application and compliance of security protocols and policies.
• Facilitates emergency and non-emergency security expenditures.
Qualifications:
• Minimum of a college or university degree in Accounting or Business Administration; preferably a Master's degree.
• Minimum 3-5 years managerial experience in a non-profit organization or equivalent experience, training and education
• Extensive experience in the administrative and financial management of overseas programs at the management level
• Extensive experience in working with computerized accounting systems
• Comprehensive knowledge and working experience with USAID, EU, DfID and other donors
• Strong writing and presentation skills
• Proven capabilities in leadership required
