CALL FOR EXPRESSION OF INTEREST
INTRODUCTION
SNV, Netherlands Development Organisation is a not-for-profit international development organization. Founded in the Netherlands nearly 50 years ago, we have built a long-term, local presence in 38 of the poorest countries in Asia, Africa and Latin America. Our global team of local and international advisors work with local partners to equip communities, businesses and organizations with the tools, knowledge and connections they need to increase their incomes and gain access to basic services – empowering them to break the cycle of poverty and guide their own development. We aim to achieve inclusive growth and development which are essential for lasting development success. SNV focuses on three sectors: agriculture, water, sanitation and hygiene (WASH) and renewable energy.
SNV seeks to work with local organisations (CSOs and private sector organisations) at sub-national level that have knowledge of the local context, and the competencies to engage in longer term process and outcome orientated, rather than short term task and output orientated assignments. Sustainable and inclusive development requires, local ownership, locally contextualised solutions and systemic change i.e. change that involves all parts of a system, taking into account the interrelationships and interdependencies among those parts. Change in relations (which is about how things are done) between different actors/organisations is a long-term process.
BACKGROUND
SNV has worked in Tanzania since the 1971 and currently has offices in Dar es Salaam, Mwanza, Arusha and satellite offices in Morogoro and Iringa.
SNV Tanzania is currently implementing a portfolio of agricultural projects with various partners and donors to strengthen value chain actors in dairy, edible oilseeds and staple foods as well as promoting inclusive business arrangements between smallholder farmers and large enterprises. The objective is to enhance food security, improve the livelihoods of smallholders, and strength the environmental sustainability of agricultural production in the face of a changing climate.
The overall goal of SNV Tanzania Renewable Energy sector is to contribute to improve the livelihoods of the rural and peri-urban people in Tanzania by accelerating the dissemination and use of renewable energy products and services. SNV Tanzania is involved in three renewable energy sub-sectors including Domestic Biogas; Improved Cook Stoves; and Solar Energy. Throughout these sub-sectors, SNV looks for market-based solutions to spur access to lighting and cooking energy at domestic level and for productive use.
The WASH program in Tanzania contributes to increasing access to water and sanitation and improving hygiene with a focus in 4 sub-areas: Sustainable Sanitation and Hygiene for All (SSH4A) in rural areas, Functionality of Rural Water Supply Services (FWSS), Sustainability of Water Supply Services in Small Towns and WASH in schools.
THE CALL FOR EXPRESSION OF INTEREST
SNV in Tanzania is inviting registered Tanzanian organisations, based at district or regional level outside Dar es Salaam, to engage in the provision of capacity development services to its clients, which include Local Government Authorities, Civil Society Organisations and Private Sector Organisations. Services can include a variety of roles and techniques, such as training, advice, organisational development, change trajectories, coaching, multi-actor processes, institutional and policy development work, knowledge brokering and learning programs. Expertise in one or more of the following operational and thematic areas is required: agriculture, renewable energy, governance and accountability, gender and climate change.
The purpose of this call is to provide SNV Tanzania with a list of pre-selected candidates who may be awarded contracts in connection with activities related to the skills and thematic areas of expertise mentioned above.
SUBMITTING AN APPLICATION
Potential applicants are asked to provide the following with their application;
v An organizational/institutional profile (including mission, vision, geographic coverage and registration/TIN number)
v Overview of the organisations specialisation(s), key staff (Evidence for the presence of both qualified female and male staff will be considered as an asset). and summary of their experience and expertise, as well as salary indication,
v Overview of projects and capacity development services provided including those with special relevance for governance/accountability, gender, and climate change. For each activity references should be included.
v A statement of capacity and listing of experience indicating that the organisation is are qualified to provide capacity building services to a broad range of local organisations and institutions among them Local Government Authorities, Civil Society Organisations and Private Sector Organisations
