Social & Behaviour Change Manager, Comprehensive Community HIV Prevention Program, Tanzania
PATH is seeking a Social and Behavior Change Manager, based in Dar es Salaam, Tanzania, to provide strategic direction and leadership for communications initiatives promoting HIV prevention and treatment, healthy behaviors, and demand for quality HIV products and services for the anticipated USAID Tanzania proposal, Comprehensive Community HIV Prevention Project for Key and Vulnerable Populations. The goal of the program is to improve human capital through a sustained reduction in new HIV infections in Tanzania in support of the Government of Tanzania's (GOT) commitment to HIV prevention.
Principal duties and responsibilities include:
  • Provide technical oversight, leadership, and strategic direction to social and behavior change (SBC) related activities and partnerships
  • Advise the Chief of Party on technical issues related to SBC strategies, interventions, and innovations;
  • Liaise with community and national stakeholders and create networks with other partners, including with key population groups;
    • Mobilize social and political support at all levels to create and sustain an enabling environment for the delivery of key interventions;
    • Raise awareness of HIV prevention services at the national, district, and community levels.
    • Ensure that social and behavior change initiatives are implemented in accordance with and consistent with national standards and guidance
      • Analyze the episodic nature of HIV risk-taking behaviors and the factors that account for change and/or stability of such behaviors
      • Use evidence-based data to develop effective communication and advocacy strategies that include addressing gender norms, stigma, and discrimination;
      • Use evidence-based, theory-informed, integrated and comprehensive behavioral interventions for specific targeted populations;
      • Develop, oversee implementation, and monitor work plans and budgets related to the project's individual and community behavior change efforts, and coordinate and monitor activities implemented by partner organizations;
      • Carry out regular monitoring and support visits;
        • Participate in project activities according to the project work plan.
        • Contribute to the identification and scaling-up of best practices in behavior change interventions.
        • Participate in the documentation and dissemination of project activities.
        • Conceptualize and implement a capacity building strategy aimed at increasing the effectiveness of project partners to lead state-of-the art HIV prevention communication programming in the future;
        • Stay current with latest technical knowledge and programming experience in SBC related to HIV, and incorporate latest research and programming into program and communications strategies;
        • Utilize evidence-based approaches and best practices to address gender-based constraints and opportunities in all aspects of comprehensive HIV prevention.

Desired Skills and Experience

Required Skills
  • Demonstrated ability to design effective SBC strategies, interventions, campaigns, and materials.
  • Demonstrated skills in communications strategy development, marketing, and/or social marketing, preferably in the health sector and in the Tanzanian country context;
  • Demonstrated management capabilities.
  • Excellent knowledge of SBC and community dialogue principles and techniques
  • Exceptional interpersonal, teamwork, and partnering skills.
  • Proven ability to conceptualize, plan, and execute ideas as well as transfer knowledge and skills.
  • Proven ability to achieve project results.  
  • Ability to organize and implement trainings.
  • Excellent communication skills; spoken and written English essential. 
  • Demonstrated ability to think innovatively and work collaboratively.
  • Ability to work effectively with a wide range of individuals regardless of background, education, or economic status.
  • Supervisory skills and mastery of leading a team of innovative, creative thinkers.

Required Experience
  • A Master's degree in public health, social sciences, or related field
  • A minimum of seven to ten (7-10) years of experience in designing and managing social and behavior change communication.
  • S/he will have solid experience in managing a range of partners/activities and maintaining good public relations and
  • Strong behavior change communication technical skills with responsibility for providing strategic direction and managing staff and funds.
  • Experience working on USAID funded projects is an advantage. 
  • Experience working in Tanzania is required.
  • Knowledge of Tanzania's health system and its functions.
  • Experience in developing and monitoring budgets.
  • Expertise and experience working on gender programming and adolescent girl programming a plus.
