Project Accountant (1 Position)
Masasi High Quality Farmers Product seeks to employ a dynamic and self oriented person to work as Project Accountant under the guidance of MHQFP Management; the position will be based in Masasi.

TITLE:  Project Accountant (1 Position)
REPORTS TO:  General Manager
SUPERVISED BY: MHQFP Board
LOCATION:  Position based in Masasi
OVERALL RESPONSIBILITIES: 
The Project Accountant will provide financial and operational support to the projects through processing payments of various activities and day to day financial management.

RESPONSIBILITIES:
May include, but are not limited to the following:
  1. Review and ensure all travel expense claims/retirements are in line with donor financial rules and regulations.
  2. Review all invoices to ensure compliance with Donor financial management and accounting policies and regulations.
  3. Ensure that all finances are handled to comply with the Donor's rules and regulations
  4. Maintain project-related records, including contracts and change orders from partners' organizations
  5. Investigate partners' project variances and submit variance reports to management.
  6. Report to management regarding the remaining fund in the partners' organizations
  7. Compile information for internal and external auditor, as required by the Donor Coordination Office; work and coordinate day to day with Donor's Representative Officer in Masasi

Duties specific to support partners' organizations
i.      To develop and prepare a quarterly reporting that ensure timely and accurate reporting in the format stipulated in the contracts.
ii.     To work with the project officers and management to establish systems that support accurate and timely project financial reporting, facilitate financial management analysis and that are integrated into overall project management.
iii.    To review the information provided by project officer for financial integrity (Value for money).
iv.   Provide information and training to project officer  so that the financial aspects of the contractual requirements of the project and financial management are met
v.    To advise project officer and management on donor specific financial rules and regulations and support them to meet these especially in relation to bank account rules; procurement rules; interest rules and any other rules that are not currently specified in MHQFP financial management framework.
vi.   To develop, in conjunction with project manager, financial performance measures relevant to the objectives, investments and donor requirements of the project
vii.  Conduct frequent financial capacity building to project officers in relation to the projects and ensure audit requirements are monitored throughout the project and to ensure that audit recommendations are fulfilled
viii.Support Donor's Program/Field Officers to ensure archiving of the project documentation for audit at all levels of the project
ix.   To support and advice management and project officers to fulfill the requirements for internal and external audit
 Qualifications, Knowledge, Skills and Abilities Required:
 Applicants for this position should be Tanzanian nationals or lawful residents who possess the following minimum qualifications:
·         Bachelor's degree or Advanced Diploma in Accounting/Financing.
·         Minimum 3 years of accounting experience. 
·         Excellent verbal and written English.
·         Ability to take initiative and work in teams.
·         Proficiency in Microsoft Word and Excel is required.
·         Must be able to maintain confidentiality for all project and staff proprietary matters.
·         Proven ability to work in an accountable and flexible way in an international organization
·         Experience of delivering participative training to NGO and local partner staff
·         Experience of financial capacity building
·         Excellent financial management and administration skills
 REMUNERATION:
A competitive remuneration and benefits package will be offered to the successful candidate for the above positions based on qualification, experience and salary history; however those who are interested in a package of Tshs 1million and above should not apply.
