BACKGROUND
The Global Forest and Climate Change Programme (GFCCP) is a global thematic programme of the IUCN Secretariat and supports the forest-related activities of the Union. GFCCPs work is centered on 3 mutually supporting themes of Climate Change Mitigation, Forest and Landscape Restoration and Locally Controlled Forests. Most of the GFCCP's activities are delivered jointly with IUCN regional programmes and the IUCN scientific expert commissions, and increasingly in collaboration with other global programmes. Consistent with the IUCN Business Model the GFCCP has been structured around two operational pillars with the explicit aim to improve programmatic coherence, enhance project-based delivery, optimise staffing efficiency and generally strengthen quality assurance. Specifically these two operational pillars are based on the management functions relating to (1) results on the ground (operations) and (2) knowledge, policy and environmental governance.
The GFCCP's project portfolio has grown considerably with a number of new projects being initiated in 2013, which has created a need for greater capacity in monitoring project and programme delivery in respect to delivery of results on the ground, knowledge uptake and policy influence.
The monitoring and learning officer will be responsible for coordinating the monitoring of the components of the GFCCP project portfolio and overall GFCCP intersessional programmate delivery, whilst ensuring the learning captured through the monitoring process feeds into the knowledge, communications and policy strategy, and provides a basis for consistent project and programmatic review. In doing so, s/he will be expected to maintain close working relations with the GFCCP team, especially senior thematic advisors and the Knowledge and Communications Manager, to ensure synergies are made between GFCCP projects and other initiatives and that lessons learnt and outcomes are integrated into the programme's work.

- Monitoring and quality assurance of project portfolio delivery
• Provide input into project design to ensure consistent and sufficiently resourced application of project monitoring tools and processes, including provision to establish robust baselines that make best use of the six major IUCN Knowledge Products
• In collaboration with GFCCP team members:
o Lead the development and application of project monitoring tools and processes , applied across the GFCCP project portfolio, to ensure that project activities are on-track and contributing to the achievement of the project's objectives and contractual obligations,
o Ensure the project monitoring framework enables effective quantitative and qualitative measurement of project progress and delivery, through the development of baseline measurements, time bound milestones and project targets with clear indicators for measuring progress and impact,
o Lead the development and design of monitoring processes that capture the successful uptake of GFCCP knowledge and analysis, attribution of field activities to delivering results on the ground and effective partnerships.
• Ensure the project monitoring processes are designed to effectively support the monitoring of overall programmatic delivery.
• Design and implement a data management system to facilitate effective collation and analysis of both quantitative and qualitative project data.
• Support and provide quality assurance to the compilation and timely submission of project progress and final reports as per contractual requirements through tracking deadlines and submissions, and contributing to content development
• Liaise with the IUCN Planning, Monitoring and Evaluation Unit to support appropriate project evaluations as required.
• Liaise directly with relevant members of IUCN's Global Forest Team to ensure synergies between regional and global project monitoring and support and build capacity of those members to ensure the highest level of project data collection. - Monitoring and quality assurance of programmatic delivery
• Develop and apply a robust programmatic monitoring process to measure GFCCP's contribution to, and delivery of, relevant elements of the IUCN 2013-16 Programme, including monitoring the implementation of resolutions and engagement with IUCN members and commissions.
• Liaise directly with relevant members of the GFCCP to ensure synergies between project and programme monitoring and support and build capacity of those members to ensure the highest level of monitoring.
• In conjunction with the GFCCP Deputy Directors assist in the completion of annual GFCCP programme reports, and provide inputs in the annual planning process. - Project and programme learning
• Support the functioning of GFCCP knowledge and learning frameworks, as developed by the Knowledge and Communications Manager, by:
o Ensuring project and programme monitoring processes are applied to facilitate learning and sharing of experiences across the programme pillars and learning is integrated into project design,
o Ensuring project achievements can be synthesized in such a manner to feed into the knowledge, policy and communications activities,
o Creating opportunities for vertical and horizontal exchanges of information throughout the programme,
o Contributing to the facilitation of effective information flow between those engaged in project implementation on the ground and knowledge, communications and policy to help capture and share project outcomes and impact that contribute to producing programmatic knowledge.
o Contributing to gathering lessons and experiences to support the development and implementation of IUCN knowledge products and the broader IUCN programme.
o Contributing to gathering lessons and experience from GFCCP and collaborators (which include Regional Offices), based on agreed learning frameworks, to ensure learning throughout the IUCN Global Forest Team. - Other responsibilities
• As required the Monitoring and Learning Officer shall;
o Support GFCCP activities by researching and synthesizing information on particular themes and issues relevant to the work of the Programme.
o As requested by the Deputy Head - Operations, supervise additional staff, consultants and interns.
o Assume responsibility for other activities that the Head of the GFCCP and Deputy Head, Operations, may assign from time to time and that do not negatively impact on the delivery of the above responsibilities.
The above job description contains the main duties and responsibilities for this position. However, in an organization such as IUCN, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description. Where any task becomes a regular part of an employee's responsibilities, the job description will be changed in consultation with the employee and the Human Resources Management Group.
REQUIREMENTS
• Master's Degree in a relevant discipline (agricultural or natural resource economics, natural resource management, environment, climate change or programme management)
• A demonstrated experience and understanding of developing and applying monitoring, evaluating and learning systems at field and global levels
• 5-7 years of relevant professional work experience – experience of working at national or regional level is an asset
• Ability to work effectively within a large decentralized workforce of professionals of different nationalities and to mobilize it towards common goals
• Organizational experience, including a proven ability to work on a variety of tasks simultaneously, and to perform well under pressure
• Proven ability to work in an interdisciplinary organization, both independently and in a team setting
• Fluent English. Knowledge of Spanish and/or French is an asset
• Excellent interpersonal and networking skills, especially within multi-stakeholder contexts
• Good knowledge of web-based and information technology
• Effective communicator to a wide range of audiences
• Well-developed writing skills
• Available for significant travel
• A demonstrated experience and understanding of developing and applying monitoring, evaluating and learning systems at field and global levels

SALARY
The gross annual salary for this position is in the range from CHF 96'160 to CHF 120'200, subject to deductions for social security contributions and second-pillar pension, and before tax
