Transparency International Georgia is now accepting applications for an anticipated USAID funded Good Governance Initiative (GGI), which aims to strengthen the overall transparency, accountability and effectiveness of governance in Georgia, including the legislative and executive branches at various levels. This is to be achieved by building linkages between different branches and levels of government in key governance systems and processes, including for enhanced public participation in and public information about those governance systems and processes for all Georgians—regardless of ethnicity, religion, or status—to ensure greater government accountability.
Good Governance Initiative (GGI) will focus assistance on strengthening key governance reforms designed to establish or strengthen critical processes, practices and systems that ensure greater government transparency, accountability and effectiveness in operation and delivering services.
Duty Station: Tbilisi
Coordinator
This position will report to the Deputy Chief of Party. The coordinator will be responsible for the components of increased government openness and strengthened institutional oversight of government.
Key functions:
· strengthen functional government mechanisms for ensuring transparency and access to public information;
· help improve national and local government mechanisms and processes for citizen consultation;
· help improve tools and capacity of the central government to monitor the performance of local governments based on objective and measurable criteria;
· work closely and transparently with all external partners;
· contribute to documenting progress, including progress by contractors and sub-grantees
· strengthen the capacity of key parliamentary committees to provide oversight of line ministries' and state agencies' performance and spending, including related to the decentralization and public health sectors;
· prepare progress reports and other documents required for successful implementation of the two project components;
· strengthen government internal control mechanisms and systems.
Required qualifications:
· at least five years of experience managing relevant and complex, multi-component international
development programs related to good governance;
· demonstrated leadership skills related to program management, budget and personnel management,
motivating and supervising team efforts, program planning, monitoring and evaluation, and achieving
success in complex activities;
· demonstrated effectiveness in developing and maintaining unbiased and professional working
relationships with government officials, civil society partners, and other counterparts and clients;
· willingness to travel within Georgia, as well as internationally if required;
· excellent speaking, writing, reporting, relationship building and other communication skills in Georgian and English;
· personal qualities of integrity, credibility, and dedication to the mission of Transparency International Georgia
· minimum of an undergraduate degree in social sciences, law or other appropriate fields is required;
· a multi-tasker with the ability to work in a fast-paced environment.
