Terms of the Contract: Fixed term contract (up to two years).
GIZ is looking to fill the position of Advisor on process analysis and process design in the programme "Support to the National Audit Office of Tanzania"
Responsibilities
Supporting process analysis, mapping of processes, process design and the implementation of administrative, financial and HR procedures as well as other assigned activities
Providing advice and input concerning specific administrative, financial and human resource issues, systems and/or processes in order to find creative and proactive solutions to complex administrative and management problems
Ensuring that activities assigned to him/her are being implemented in an efficient and cost-effective manner through interaction with the NAOT's staff
Reporting to GIZ's seconded experts (project manager and international long term advisor)
Tasks
The Advisor on process analysis and process design assists in the implementation of project activities in an operating environment that is participative and interactive as well as analytical and requires close consultation with counterparts at NAOT ,
Analyse maps and deign administrative, financial and human resource processes,
Analyses, facilitates, drafts, reviews and implements proposals for administrative, financial and HR procedures
Ensures that knowledge gained during assignments is transferred into documentation for the project develops ready-to-use strategies, guidelines, manuals and procedures regarding Required qualifications, competences and experience
Masters in law, public administration, management, business administration, or a related field
At least 4-5 years' professional experience preferable in comparable position and in the public sector and/or an international institution
Other knowledge, additional competences
Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
Demonstrated communication skills: Ability to present and communicate information in a clear and objective manner Ability 'to anticipate problems and to propose innovative solutions and new approaches to enhance the management of resources and implementation of administrative processes and procedures
Specific knowledge of the Tanzanian civil service system, e.g. its administrative, financial and staff regulations and rules and of related policies highly desirable
Thorough knowledge of the policies, practices and procedures applied at an international level regarding administrative management and human resources
Fluency in written and spoken English and Swahili. Knowledge of German language is desirable
Willingness to up skill as required by the tasks to be performed - corresponding measures are agreed with management
