OFFICE OF THE PERMANENT SECRETARY 

The Ministry of Agriculture and Animal Resources wishes to recruit qualified Staffs to the following positions:

1. Budget Officer (1)

Responsibilities
-To elaborate budget estimates of the Ministry in close collaboration with technical units; 
-To monitor the expenditures of the Ministry;
-To produce quarterly and annual financial reports for the Ministry;
-To prepare and follow-up payment orders and submit them to MINECOFIN; 
-To plan the cash flow of the Ministry;

Required qualification
AO in management, Accounting or economics with advanced skills in Budget


2. Logistics Officer (1)

Responsibilities
-To maintain, on regular basis, the inventory of movable and immovable resources of the Ministry and constitute the buffer stock for the Ministry;
-To identify needs in supplies and prepare supply plans in accordance with procurement plans;
-To manage rationally the stock and ensure good distribution of supplies;
-To manage and ensure good maintenance of immovable.
-To ensure that necessary logistical requirements are in place to facilitate day to day activities of staff at the headquarters; -Coordinate with suppliers to ensure on-time delivery.
-Maintains clean stores, office premises and properly manage entries and supplies of logistics to different departments with clean record systems.
-Maintain and constantly update an asset register for the institution.
-Work closely with the procurement unit staff to purchase and issue order in accordance to specification. -Ensures proper use of supplies and limits wastage of resources.
-Report regularly to relevant authorities on the situation of assets and logistical requirements

Required qualification
AO in Management, Accounting, Store management

3. Secretary to the Director of Finance and Administration (1)

Responsibilities
-To prepare and manage correspondences, reports and documents;
-To take, type and distribute minutes of meetings in the Unit;
-To arrange and confirm appointments of the Director.
-To organize internal and external events
-To handle incoming mail and other material and ensure immediate delivery to appropriate personnel To set up and maintain filing systems;
-To communicate verbally and in writing to answer inquiries and provide information To liaison with internal and external contacts
-To coordinate the flow of information both internally and externally.

Required qualification
A1 in Secretariat or other relevant field.


4. Professional in charge of Food Security Crops (Cereals and legumes) (1)

Responsibilities
-To initiate urgent mechanisms aimed at availing affordable fertilizers and other agricultural inputs for food security crops and on time;
-To participate in the preparation of agricultural seasons for food security crops;
-To work closely with local governments and other stakeholders in the implementation of planned seasonal activities for food security crops;
-To ensure capacity building for District and Sector Agronomists;
-To ensure the collection of data and information from local government and management of early warning systems; -To produce regularly reports on the production of food security crops.
-To organize and facilitate working groups on the food security crops.
-To develop and maintain effective working relationships with stakeholders involved in food security crops production; 
-To perform other related duties as required;
-In collaboration with concerned institutions, to put in place mechanisms for food crop pests and diseases control;
-To prepare, promote and coordinate all activities of agricultural extension for food crops in collaboration with MINAGRI Agencies, projects and other stakeholders;
-To ensure provision of advice and technical assistance to local government in the implementation of seasonal planned activities for food crops.

Required qualification:
Master or Equivalent in Agriculture Sciences, Rural Engineering, Agro Economics, Agribusiness or AO in Agriculture Sciences, Rural Engineering, Agro Economics, Agribusiness or other relevant field with 3 years working

5. Professional in charge of export crops (traditional crops) (1)

Responsibilities
To initiate urgent mechanisms aimed at availing affordable fertilizers and other agricultural inputs for traditional
export crops and on time;
-To participate in the preparation of agricultural seasons for traditional export crops;
To work closely with local governments and other stakeholders in the implementation of planned seasonal activities for traditional exports crops;
-To ensure capacity building for District and Sector Agronomists;
-To produce regularly reports on the production of traditional exports crops.
-To organize and facilitate working groups on the traditional export crops.
- To develop and maintain effective working relationships with stakeholders involved in traditional export crops production;
-To perform other related duties as required;
-In collaboration with concerned institutions, to put in place mechanisms for traditional export crop pests and diseases control;
-To prepare, promote and coordinate all activities of agricultural extension for traditional export crops in collaboration with other stakeholders;
working experience 

Required qualification
Master or Equivalent in Agribusiness, Agro Economics, Food Sciences, Food Processing or AO in Agribusiness, Agro-Economics, Food Sciences, Food Processing or other relevant field with 3 year

6. Administrative Assistant (in the Office of Director General of lnspection and certification) (1)

Responsibilities 
-To welcome and give orientation to visitors;
-To file documents;
-To receive and reply telephone calls;
-To typewrite texts;
-To dispatch mails;
-To keep and adjust the agenda. 

Required qualification
A1 Secretariat

7. Professional in charge of Pest and Disease surveillance (1)

Responsibilities 
-Collects information related to pests and diseases from different region of the country;
-Conducts diagnosis on diseases for identification;
-Prepares reports on disease incidences in the country with possible interventions.
-Ensures appropriate measures to limit diffusion of diseases, pests and weeds in the country.
-Ensures quick action whenever crop diseases appear;
-Gives advice to the concerned for the quick control of the diseases; 
-Work with research institutions on the new diseases identified in the country.
-Contacts research institutions for the remedy of the problem;
-Reports the shortages or adverse effects which might be caused by diseases;
- Collect pest information from the field or other sources for use by the National Plant Protection Services
- Use the collected information to determine the presence or distribution level of pests in an area, or on a host or commodity, or their absence from an area (in the establishment and maintenance of pest free areas) .
- Maintain and update the generated data and keep them in the central database of National Plant Protection Services;
- Conduct pest risk analyses (PRA) in order to regulate pests and determine applicable phytosanitary measures.

Required qualification
-Masters Degree in Plant Pathology or in Entomology; 
-Bachelors Degree in Agriculture with a minimum of 5 years experience in plant protection.

8. Professional in charge of Management Information System (1)

Responsibilities
-To identify the information needs for MINAGRI senior Management; -In close collaboration with MINALOC and local government authorities, to identify the core information needs for local government;
-To make recommendations for
rationalisation and harmonisation of systems of information and communication;
-To advice on setting up appropriate routine data collection, storage and cleaning systems for MINAGRI and its Agencies;
-To prepare dissemination briefs for Stakeholders;
-To supervise the implementation of MINAGRI Management Information system and ensure capacity building in MIS for projects and Agencies;

Required qualification
Master degree in Agriculture science, economics, agro economics or a Bachelor degree in related sciences with advanced skills in MIS.
