POSITION SUMMARY
The project manager will be responsible for the overall project management, implementation and overseeing of the project. The project manager will manage and coordinate project team in Mudug by providing urgent assistance to the poorest and most vulnerable households in Mudug region while rehabilitating urgently needed community assets. The project manager together with the project teams will identify the urgent needs of the communities through assessments and baseline surveys and provide the necessary information to the Adeso Senior Management Team for actions. He/she will oversee the planning and implementation of the activities and ensure that objectives are achieved and that appropriate quality, functioning and assistance is established and maintained for setting up policies, strategies and laws to comply with international conventions and standards. The program manager will also provide adequate and timely technical guidance, supervision, capacity building and management support to the staff and actors involved in the project. S/He will report to the Deputy Country Director, through physical meetings, e-mails, telephone calls and periodic reports as required.
The project manager in Galkayo will also be the Head of Office. The Office Manager is responsible organizing and coordinating office operations and procedures in order to ensure organizational effectiveness and efficiency. As Head of Office, he/she will be responsible to oversee all Project implemented in Mudug region and act as Adeso focal point for all programmatic and office issues related to the region.
POSITION PURPOSE
• To define the project's objectives and oversee quality control throughout the project life cycle. • To acquire resources and coordinate the efforts of team members and third-party participants in order to deliver the project expected results. • To manage, coordinate, deliver and report to Deputy Country Director and Senior Management on project's operations status in Mudug while holding responsibility for successful project implementation and delivery. • To establish, build and lead the development of a cohesive appropriate project environment in-line with Adeso country and regional strategies as well as project objectives. • To work as part of Adeso Management Team in Somalia, refining, developing and improving program approaches and systems, supporting the Deputy Country Director to build and deliver the most effective and sustainable development interventions. • To liaise with the SCORES project manager in Sanaag in harmonizing and coordinating the activities throughout the project period. • Overall responsibility for day to day management and performance of Adeso-Galkayo office
SPECIFIC ROLES AND RESPONSIBILITIES
• Lead on the implementation of the Somalia Community Recovery and Economic Support (SCORES) at the field level, particularly in Mudug region; • Overall establishment and management of the Somalia Community Recovery and Economic Support (SCORES) Project including recruitment of staff where ever necessary. • Responsible for ensuring efficient and smooth running of the offices and coordination between sub-offices, HQ and other projects; • Responsible for the appropriate management, use and security of all project assets; • Responsible for ensuring strict compliance of HR, Finance and operation policies, procedures and relevant donor regulations; • Oversee all project budgets and monitoring expenditure according to approved budgets; • In liaison with the Deputy Country Director, produce and update job descriptions for the recruitment of new staff, participating in recruitment, staff inductions, line management and de-briefing as per Adeso policies. Ensuring all line managed staff comply with their managed staff; • Represent Adeso to local authorities, donors, international and national NGOs and UN agencies under the direction of the Deputy Country Director; • Documenting lessons learned from project activities, supporting communications officer with relevant materials as required on the Somalia Community Recovery and Economic Support (SCORES) Project; • Organize and facilitate training for all staff and partners on technical components of the project (cash based transfers, employment creation, conflict mitigation and M&E); • Manage the project staff, including project officers, project assistants and finance and administration officer and other local staff as required and appropriate; • Oversee the daily activities of the project in all locations and ensure proper monitoring for informed reports and improved quality of programming; • Oversee project budget and ensure budget is strictly adhered to and all supporting documentation for expenses are properly completed and sent to Nairobi as per required donor guidelines and schedule; • Compile monthly internal reports to the Nairobi office and donor reports as per contract; • Coordinate activities with other Adeso projects in Somaliland/Puntland for cross learning and improved quality of programming; • Attend related coordination meetings with other stakeholders at field level, on behalf of Adeso and liaise and coordinate with other agencies operational in Mudug region; • Contribute to field based learning of Adeso and its partners on related aspects such as compiling and publishing related learning; • Develop appropriate monitoring and evaluation tools and oversee training of staff on those tools; • Ensure implementation of the proper utilization of those tools and integrating them into the project activities; • Work collaboratively with staff, interns, community, stakeholders and participants to strengthen program components; • Undertake assessment, reviews and other monitoring activities according to the project plans; • Develop project proposals and assist in fundraising for programs in North Somalia; • Participate in activities on developing the strategy for the respective thematic areas for Adeso. • Any other duties as required within the level and authority of this position; • Develop strategic plan for the office operations in consultation with the heads of departments i.e. Human Resource, Logistics and Security, Finance and programs; • Periodic review of the implementation of the plans in terms of its objectives as stated in its strategic plan and in its resource plan; • Creating a supportive working environment for all staff in the office and fostering their career development; • Chairing of staff meetings; In consultation with the Human Resource Manager and Deputy Country Director, handle grievance procedures for staffs; • Represent the office internally (head office and other Adeso offices) and externally (Government and other stakeholders)
SKILLS AND QUALIFICATIONS
• University degree in Agricultural Economics or related livelihood fields; • Experience in managing cash based interventions and/or agricultural projects in Somalia or a related fragile context; • Minimum 3 yrs relevant overseas experience in managing emergency/recovery projects as well as managing USAID/OFDA grants; • Strong project management experience is essential, including experience in proposal writing, strong M&E skills, budget management and financial monitoring and donor reporting • Excellent knowledge of and experience with humanitarian guidelines, sphere standards and principles; • Experience in budget management and knowledge of financial procedures required; • Ability to multi-tasks, meets short deadlines and effectively handle stressful situations; • Excellent verbal and written communication skills. Fluency in English is essential ((Fluency in Somali language is an added advantage). • Strong interpersonal skills and ability to establish, motivate and maintain effective working relations with the project team and other field staff; • Proven ability to lead and work effectively with others to achieve the desired results; • Proficiency in computer applications such as word processing, spreadsheets, power point, etc. • Ability to live and work in an isolated area in conditions of limited comfort
