CAREER OPPORTUNITY AT REPOA
 
 
REPOA's Programmes Support, M&E and Learning department provides support on routine and administrative functions of the core departments of inclusive growth and poverty reduction, social protection and governance.  The department is primarily in charge of the development of comprehensive operational policies, strategic and annual operational plans and budgets to cover all activities; reporting on programmes and annual and operational plans for the institution; facilitating the monitoring and evaluation (M&E) system to ensure operational effectiveness; and the provision of capacity building and commissioned research functions to the core research departments.
 
REPOA invites applications for the following Programme Officer positions within its Programmes Support, M & E and Learning department:
 
1.         Grants and Training Officer
The key objective of the Grants and Training Officer position is to facilitate grants and training for capacity building of junior and mid-level researchers to undertake basic and policy relevant research (including a few to PhD candidates), essentially to support implementation of REPOA's research programme.
 
Duties and Responsibilities
·         To facilitate the review of guidelines for writing research proposals and reports, generally and for specific targets as appropriate.
·         To solicit research proposals as appropriate.
·         To facilitate the review of proposals and research reports, within the agreed framework.
·         To initiate and facilitate periodic review of the agreed framework of reviewing research proposals and reports.
·         To monitor on-going research and to ensure that researchers abide to their contracts with REPOA, in terms of the timeframe and resource utilization.
·         To organise conferences, workshops and debates for building capacity of grantee researchers.
·         To coordinate and facilitate implementation of training courses.
·         To organise policy dialogue seminars for the users of the research findings.
·         To administer duties of consultants, facilitators and trainers hired.
 
Required Qualifications and Skills
  • Postgraduate degree in the Social Sciences, Business or Public Administration.
  • Experience and knowledge in grant making and training will be an advantage.
  • Good communication, writing and financial skills.
  • Ability to enhance good and positive working relationships with researchers and other stakeholders.
 
2.         Commissioned Research Officer  
The main function of this position is to work closely with the core technical departments to administer the implementation of commissioned studies on issues of economic growth, social protection and governance.  The officer will also be expected to be proactive in identifying potential commissioned studies which are related to the core technical functions of REPOA.
 
Duties and responsibilities
 
·         To identify and process possible external projects and facilitate the development of proposals, budgets and implementation plans.
·         To follow up on administrative requirements of the contracts, including finances.
·         To administer and monitor the implementation of commissioned projects.
·         To ensure timely delivery of reporting outputs.
·         To maintain a database of external associates.
 
Required Qualifications and Skills
·         Minimum qualification is a Masters Degree in the Social Sciences or related fields.
·         Considerable experience in social science research and in managing consultancies.
·         Expertise in tendering for calls of expression of interest advertised by the Government, Non-government institutions and other clients.
  • Good interpersonal communication skills.
  • Excellent communication skills.
 
3.         M&E and Learning Officer
The main responsibility of the Monitoring and Evaluation (M&E) and Learning Officer is to monitor the implementation of REPOA's Strategic Plan and annual plans, and to facilitate mid-term and annual evaluations.
 
Duties and Responsibilities
 
·         To follow-up and report on progress of implementation of annual plans by all departments.
·         To apply agreed M&E tools for purposes of assessing the operational effectiveness and outcomes of programmes.
·         To draft M&E reports and feedback for discussion with management.
·         To facilitate the growth of REPOA towards a learning organization.
·         To capture and disseminate lessons learned, document successes and best practices, identify challenges and feedbacks and share experiences to improve the performance of the organization.
 
Required Qualifications and Skills
·         Masters degree in Social or Management Sciences or related fields.
·         Experience in programme planning, and monitoring and evaluation.
·         Ability to work both independently and in teams.
·         Good communication and organizational skills.
·         Experience with information management systems and working with research organizations is an added advantage.
