The Phase II of the SAPPHIRE (Storage and Proper Post-Harvest Improvements for Resource Efficiency) program is designed to improve the livelihoods of smallholder farmers in the Southern Highlands of Tanzania. The five-year project aims to increase the incomes of 40,000 smallholder farmers (50 percent of whom will be women) in the southern highlands of Tanzania by 10 to 20 percent. SAPPHIRE II is one component within the broader Southern Agricultural Growth Corridor of Tanzania (SAGCOT), a multi-stakeholder partnership that supports the overall objective of reducing poverty and improving food security within the region.
POSITION DESCRIPTION
The SAPPHIRE II Team Leader is expected to lead the overall delivery of impact of the current phase of the program, as well as building the parameters of any future work. The SAPPHIRE II Team Leader will be responsible for providing the overall strategic leadership of the program through June 2018, funding permitted. The Team Leader is expected to manage relationships with key national and international stakeholders, monitor the overall program budget and workplan, and ensure timely and cost-effective delivery of results as agreed upon with the donor.
MAJOR DUTIES AND RESPONSIBILITIES STRATEGIC LEADERSHIP AND TEAM MANAGEMENT
  • Define the competitive proposition for the Southern Highlands of Tanzania – in terms of price, quality, and sustainability of practices - and seek opportunities to find buyers and
  • companies willing to buy and engage in market
  • Build workplan of activities necessary to deliver on the strategic vision of the program around production and marketing of the staple crops portfolio
  • Align with key project and agricultural stage gates and identify resources to deliver
  • Ensure that the scope and projected impacts of the recently-updated SAPPHIRE II strategy are clearly defined and understood by all team members
  • Ensure that each member of the program field team has clarity as to their role, responsibilities and short-term activities and goals
  •  Develop detailed work plans with Field Operations Manager and Specialist Team which identify, prioritize and sequence the activities required for successful delivery
  • Ensure sufficient resources are mobilized (e.g. financial, human and information) to deliver on the work plan activities
  • Coordinate team activities across the different components of the project
  • Proactively raise issues of concern with country and program leadership
MARKETING AND FINANCE SUPPORT AND OUTREACH
  • Manage negotiations where required with current or interested buyers or financiers of Tanzanian staple crops
  • Support program opportunity development, where required, in building business case surrounding Tanzanian staple crops
  • Liaise with TechnoServe experts from other value chains to understand approach and business model that has had success in driving scalable impact
  • Use research to understand what drives impact for the farmer and value to the supply chain, and build the model that will achieve scalable sustainability and improved quality
  • Build the business case for how to achieve sustainable, high quality production, and how the costs of this can be embedded in the supply chain and scaled
  • Design the vision and proposal for next phase of the SAPPHIRE II program
MONITORING & EVALUATION
  • Understand all reporting requirements (donor as well as internal to TechnoServe)
  • Work with the Field Operations Manager, M&E Manager and M&E Specialist to develop systems to gather gender-disaggregated data in a timely manner
  • Review data being gathered and make suggestions for course correction to country and program leadership, as necessary
  • Be responsible for programme documentation in line with Technoserve's Programme Management Approach
GENDER INTEGRATION
  • Understand all gender integration requirements (donor as well as internal to TechnoServe)
  • Work with the Field Operations Manager, Regional Gender Technical Advisor and Gender Champions to develop systems to promote programmatic gender goals
  • Review gender targets and progress and make suggestions for course correction to country and program leadership, as necessary
REPORTING, COMPLIANCE, BUDGET MANAGEMENT
  • Lead preparation of narrative reports for submission to the donor
  • Ensure spending is in line with the donor-approved budget
  • Ensure activities carried out are in accordance with TechnoServe, as well as donor requirements
  • Ensure that budget management is in line with Technoserve and donor value for money expectations
STAKEHOLDER MANAGEMENT
  • Lead interaction with important stakeholders at national and international level, ensuring that communication is consistent and aligned with the program's recentlyupdated approach
  • Develop and maintain close working relationship with key personnel in government that have vested interest in sector
  • Develop and sustain trust-based relationships with key industry personnel at national and international level
OTHER DUTIES AS ASSIGNED QUALIFICATIONS
  • Advanced degree in business management or other relevant field strongly preferred
  • Minimum 5 years of professional experience in private sector or market development
  • Experience working with non-profit/International NGO organizations preferred
  • Experience working with M4P approach preferred
  • Exceptionally strong project management and analytical skills as evidenced by leading roles on delivering large programs on time, on target and within budget
  • Demonstrated ability to effectively service clients, particularly in the for-profit sector
  • Demonstrates strong passion for assisting clients in building profitable and sustainable businesses that benefit the rural poor
  • Strong leadership experience as well as interpersonal and cross-cultural skills
  • Excellent oral & written presentation skills required
  • Proven ability to build rapport among internal and external stakeholders
  • Willingness to travel internationally and domestically when necessary
