 PROFILE
Workers Compensation Fund (WCF) is a Government Institution under the Ministry of Labour and Employment established in accordance with Section 5 of the Workers Compensation Act No. 20 of 2008.
The Fund is a contributory social security scheme responsible for payments of compensation as a result of accidents suffered and diseases contracted out of and in the course of employment in accordance with relevant provision of the Workers Compensation Act.
The Fund started its operations on 1st July 2015. All employers in the public and private sectors in Mainland Tanzania are compulsorily required to contribute to the Fund.
On behalf of the Fund, Deloitte Consulting Limited would like to recruit dynamic experienced and qualified personnel to fill various vacant positions in management positions at the Fund's Head Office in Dar es Salaam. All potential candidates must be computer literate.

2. Director Of Medical And Assessment Services (Job Ref: WCF/DMAS/11/15)

JOB PURPOSE
To oversee matters related to assessment of claims, workplace risk, health and safety.

KEY RESPONSIBILITIES
To advise on matters relating to compensation benefits.
To receive notice of injuries, claims for compensation and deter- mine validity of claims.
To oversee appointment and performance of Medical Advisory Panels and Assessors.
To propose formulation, implementation and review of policies for overall guidance of medical services, risk assessment and promotional activities for prevention of occupational accidents and diseases by the Fund.
To oversee development, implementation and review of guide- lines for provision of medical services, risk assessment and promotional activities for prevention of occupational accidents and diseases by the Fund.

QUALIFICATIONS: Holder of a Master's Degree in Medicine, Occupational Health Science, Environmental and Occupational Health Science,
Occupational Health and Safety, Engineering (Mechanical, Geological, Chemical, Environmental, Manufacturing, Mining or Civil), Environmental Science or equivalent education qualifications.

EXPERIENCE: Must have a working experience in relevant field for at least seven years, of which at least three years of which should be in a managerial position.

Head Of Actuarial Services, Statistics And Risk Management Unit (Job Ref: WCF/HASSRM/11/15)

JOB PURPOSE
To advise on matters relating to actuarial services, statistics and risk management within the Fund.

KEY RESPONSIBILITIES
To advise on all matters pertaining to actuarial services, statistics and risk management within the Fund.
To oversee the management and monitoring of Fund's risks.
To supervise proposals for designing of benefits and analysis of their impact.
To act as liaison among consulting actuary, management, the Board, legislators, and other interested parties.
To review the asset-liability matching and give recommendations accordingly.
To supervise analysis of statistics and information relating to the occurrence or cause of injuries

Head Of Procurement Management Unit (Job Ref: WCFI HPM/11/15)

JOB PURPOSE
To oversee the procurement funding and related duties within the Fund.

KEY RESPONSIBILITIES
To manage all procurement activities of the Fund.
To recommend procurement and disposal by tender procedures.
To prepare tendering documents and advertisements of tender opportunities.
To prepare contract documents in collaboration with the Legal Services Unit.
To maintain and archive records of the procurement and disposal process of the Fund.
To maintain a list of contracts awarded, contract files and use them as reference for future.
To perform Secretarial duties to the Fund's Tender Board.
To conduct research with a view to ascertain the preferred products and suppliers in terms of value, delivery schedules and quality.

Head Of ICT Unit (Job Ref: WCF/HICT/11/15)

JOB PURPOSE
To oversee the efficient and effective installation, management, maintenance and smooth application of ICT hardware and software within the Fund.

KEY RESPONSIBILITIES
To formulate information and communication technology (lCT) policies, regulations, procedures and guidelines.
To advise management on all information systems-related matters.
To research on the development of ICT with a view to coping with changes.
To monitor the performance of systems with a view to taking steps to prevent possible problems.
To recommend and implement the Fund's ICT Security and coordinate development and maintenance of ICT Disaster Recovery Plan.
To facilitate the application of modern information technology in all aspects of the Fund's management.
To oversee the installation and maintenance of systems and network administration.
To provide specifications tor procurement of suitable ICT equipment and consumables. -
To facilitate training to staff in the use of various systems acquired by the Fund.

Head Of Legal Services Unit (Job Ref: WCF/HLS/11/15)

JOB PURPOSE
The job holder is responsible for the effective and efficient management of the Legal Unit, provision of legal advisory services and ensuring effective management of legal and contractual risks

KEY RESPONSIBILITIES
To provide legal advice on all matters relating to the Fund's roles and functions.
To review legal documents to which the Fund is a party and prepare all legal documents including contracts, agreements, ' conveyances, leases and legal forms.
To represent the Fund in matters of litigation in the court of law or in any other legal proceedings.
To make follow ups on publication of subsidiary legislations relating to the Fund's activities in the Government Gazette.
To carry out legal research on various matters relating to the Fund's activities and propose amendments or new pieces of legislation.
To supervise responses to action and constant follow up on all documents received by the Fund for consent, execution, registration and discharge.
To provide the Fund with appropriate interpretation of the statutes, contracts and agreements relating to the Fund's business.

Director Of Operations (Job Ref: WCF/D0/11/15)

JOB PURPOSE
To oversee issues related to claims, compliance and records keeping of the Fund.

KEY RESPONSIBILITIES
To oversee and recommend formulation of policies, regulations and procedures to guide the administration of benefits to qualitying beneficiaries.
To oversee and monitor collection of contributions from employers.
To oversee development of the claims management systems.
To oversee all activities related to claims payment, service delivery and customer care.
To oversee collection and management of the Fund's data on compensation payments.
To oversee collection of information on expectations of potential beneficiaries and act accordingly.
To advise the management on issues related to claims.
To oversee maintenance of records within the Fund.
To prepare and submit performance reports as required by authorities from time to time.

PERSON SPECIFICATION
QUALIFICATIONS: Holder of a Master's Degree in Economics, Finance, Accounting, Business Administration or any other related field from a recognized Institution.

EXPERIENCE: Must have a working experience of at least seven years, of which at least three years should be in a managerial position. Working experience in related organization will be an added advantage.


Director Of Finance, Planning And Investments (Job Ref: WCF/DFPI/11/15)

JOB PURPOSE
To oversee matters related to finance, planning and research and investment within the Fund.
KEY RESPONSIBILITIES
To oversee and recommend formulation of policies, regulations and procedures to guide the administration of finance, planning and investment functions within the Fund.
To oversee preparation of financial statements, financial reports and special analyses.
To oversee preparation and consolidation of the departmental budgets.
To recommend and coordinate improvements in automated financial and management information systems for the Fund.
To oversee and monitor cash flows and working capital position of the Fund.
To oversee preparation and implementation of the Fund's Corporate Plan.
To oversee implementation of the Corporate Plan and report on performance.
To oversee development of Investment Policy consistent with the Regulator's Guidelines.

JOB PURPOSE
To plan, direct, and coordinate human resource management activities of the Fund with a view to maximize the strategic use of human resources and oversee all human resources management and administration functions.

KEY RESPONSIBILITIES
To oversee the formulation and review of human resource policies, regulations and procedures and ensure their adherence.
To advise the Management on human resource management issues.
To oversee preparations of human resources plans.
To oversee adherence to Labour laws and regulations.
To oversee all industrial relations matters and ensure that the Fund is properly represented when interfacing with internal and external parties on employee-related matters.

Head Of Internal Audit Unit (Job Ref: WCF/HIA/11/15)

JOB PURPOSE
To oversee governance matters, internal controls and risk management within the Fund.

KEY RESPONSIBILITIES
To advise on all matters pertaining to management control sys- tem, proper management of assets and compliance with financial regulations and other guiding documents of the Fund.
To ascertain that operations or activities of the Fund are carried out in accordance with laid down procedures, rules, regulations, standards and applicable laws of the country.
To develop systems and procedures for auditing all activities of the Fund and takes measures to ensure that the systems and procedures are adhered to.
To participate in reviewing various systems and operational procedures.
To review, on continuous basis, the Fund's governance structure, internal control system, risk management system and provide recommendations for improvements.
To monitor the Fund's accounting systems and procedures and recommend measures for improvements.

HEAD OF PUBLIC RELATIONS UNIT (Job Ref: WCF/HPR/11/15)

JOB PURPOSE
To oversee the Fund's corporate image, education and publicity awareness programs and to give clarification on various issues as enquired by the Public from time to time.

KEY RESPONSIBILITIES
To formulate and execute marketing and public education programmes and supervise their implementation.
To communicate to the general public regularly about new development of the Fund's activities.
To establish and maintain rapport with media houses and individual members of the media.
To oversee all advertising, promotional activities and special events.
To oversee protocol issues including speeches, floor management and travelling arrangements.
To monitor public opinion and advise on all matters relating to the Fund's image and social responsibility issues.
To supervise management of the Fund's website.
To oversee preparation and publication of newsletters and other Fund's literature.
To develop promotional materials.
To oversee the drafting of press releases and media kits.

ORGANISATION APPOINTMENT AND REPORTING RELATIONSHIPS 
All the Directors and Heads of Units will be appointed by the Board of 
Trustees; and report functionally to the Director General except the Head of 
Internal Audit who will report to the Board of Trustees and administratively to the Director General. The Directors will supervise the managers within their 
Directorates and the Heads of Unit will supervise their immediate reportees. 

PERSONAL ATIRIBUTES

SALARY SCALE 
The Director positions will be paid at salary scale WCFSS 8 and Heads of Units at WCFSS 7.
