Expressions of Interest - M&E Manager


Palladium is seeking a Monitoring and Evaluation Manager for a programme that aims to increase the capacity, accountability and inclusiveness of key democratic institutions, that will promote active, engaged and informed citizens, and facilitate collective action by multiple stakeholders that promote public interests.
Primary Responsibilities
The MEL Manager will be responsible for developing a full Monitoring, Evaluation and Learning plan in accordance with the Theory of Change. The manager will be responsible for supporting team members and partners to carry out M&E activities, and facilitating them to learn lessons from implementation. The manager will oversee reports on the progress of the programme and will monitor the activities on a regular basis, collecting and analysing data produced from programme activities and translating these to outputs and outcomes. The manager will be responsible for ensuring that activities result in the achievement of intended outputs in a cost effective and timely manner. This position will require the individual to be proactive with excellent communication skills. This is a full time, fixed-term role.
Role Requirements
  • A track record of at least 10 years of work on development programmes, of with 5 of these as an M&E specialist;
  • Demonstrated experience of M&E system design and implementation linking it to knowledge management and organisational/programme learning;
  • Skills in capacity building and stakeholder engagement ideal
  • Fluent Kiswahili and English, strong written and oral communication skills all essential
  • Bachelor's degree required, relevant postgraduate degree preferable;
  • Work experience with big international development agencies (DFID and USAID are preferred)
  • Solid experience in Tanzania and/or the region would be ideal.
  • Knowledge of governance, Political Economy Analysis and politically smart programming desirable.
