Description
A recent regional World Bank study on prepaid meters found that the prepaid water technology can strengthen sustainability, but important technological challenges must be addressed first. There is a need to improve the robustness and reliability of prepayment systems but the most critical game changers would be to utilize information and communication technologies (ICT) to eliminate cumbersome and antiquated token payment systems and link prepaid meters to mobile phones and mobile banking.
The objective of this consultancy is to deepen the operational knowledge on the latest prepaid meter technology by conducting operational research on the potential of the smart water dispenser technologies in both the rural and urban water sectors and its ability promote sustainability. The consultancy will design and undertake operational research (field tests) in 13 representative districts of Tanzania as well as 15 water kiosks in Dar es Salaam. The firm will install the proposed technology and continuously and systematically evaluate its effectiveness, user satisfaction and scale-up potential in Tanzania over an 8 months period.
Furthermore, the firm will pilot an early warning system combining information from the smart water dispenser technology and SMS vulnerability surveys.

Qualifications Required Only the experts meeting the set criteria will be shortlisted and contacted.
At least postgraduate or higher qualification in social science, environment science, civil engineering or related field.
Professional Experience Required
Minimum 5 years of experience in project coordination, preferably relating to rural water supply
Excellent ability to communicate complex technical material, both orally and in writing.
Good communications skills with key stakeholders , orient partners, Village executive officers, community water and supply organization, and community members.
Preferably training skills in ICT (information and communication technology) management systems.
