Position Team Leader
Background The global objective of the "Zanzibar non-State actors programme" (Zansasp) is to strengthen democratisation and good governance, through support to civil society initiatives on accountability, participatory development and policy advocacy in Zanzibar. Its specific objectives are: i) to strengthen NSAs' leadership and management capacities; ii) increase transparency and participatory development by increasing NSAs' engagement in policy development and planning, formulation, monitoring and evaluation of poverty reduction strategies and programmes.

Description
The TL and his TAT recruited under this service contract will be solely responsible for the implementation of the 10thEDF Zansasp. This includes the provision of technical assistance to NSAs and relevant RGoZ authorities; the design and implementation of a comprehensive capacity development programme for Zanzibar NSAs (capacity development for CSOs, mapping and research on CSOs, support to dialogue between CSOs and partner country governments and/or local authorities, supporting partner country governments in improving the legislative and regulatory environment for CSOs) and the management of grant contracts to local NSAs. 
Candidate's
profile
Team Leader
  • A post-graduate degree in development economics, rural development, social sciences, or related disciplines.
  • At least 10 years program management experience in development cooperation
  • Minimum 10 years of professional experience in the field of civil society/NSA support programmes including grant management using EU procedures
  • Experienced in the development of legal frameworks and regulatory environments for civil society/NSA
  • Experience as a Team Leader in EDF-funded projects in Sub-Saharan Africa
  • Experience in the management of Programme Estimates (PE) and of EDF procurement procedures
  • Knowledge of the Non-State-Actor sector in Eastern Africa would be an advantage
  • Excellent English language skills are important pre-requisite
