Programme Officer
The Programme Support Unit for European Development Fund is established within the
External Finance Division of the Ministry of Finance. The main role of the Unit is to facilitate
effective and efficient implementation of the EU funded programmes in Tanzania. The Unit
is inviting applications from dynamic, energetic and proactive Tanzanians with required
academic qualifications and technical skills and experience to fill the Programme Officer post.

JOB PURPOSE
To facilitate efficient and effective implementation of the European Union funded rural
development programmes in Tanzania.

SUMMARY OF DUTIES AND RESPONSIBILITIES
Provide policy and strategic advice to the Head of Programmes on matters as
stipulated in the Cotonou Partnership Agreement, National Indicative Programme
and any other programme documents related to rural development;
Facilitate identification, formulation and implementation of European Union rural
development programmes;
Facilitate preparation and appraisal of tender,' contracts and riders in accordance to
EDF and EU regulations in collaboration with EU and implementing agencies;
Periodic report writing and updates
Execute periodic monitoring plans and facilitate conducting of tripartite quarterly and
annual joint reviews; -
Conduct regular training on EDFIEU rules and procedures for implementing agencies
as well as provide technical support; and
Undertake any other responsibilities as assigned by supervisors from time to time.

MINIMUM JOB REQUIREMENTS
Academic and Professional Qualification
Masters degree or post graduate in economics, development economics, rural
development or any other related field;

Work Experience
Applicant should have at least five (5) years working experience- in programme management. Experience in working with donor funded projects will be considered as an added advantage.' - --
Skills and Competencies
Must be able to proactively support identification, formulation, preparation and appraisal of donor funded development programmes. Experience in managing the EU funded programmes will be considered as an added advantage;
Must be able to promote ownership - by implementing agencies - of the EU funded programmes and projects; . -
Must have skills to evaluate proposals/tenders and negotiation as well as networking skills;
Ability to demonstrate project cycle management skills will be considered as an added advantage; and
Must be proficient in the use of Microsoft Office Applications.

EMPLOYMENT CONDITIONS
Renewable contract terms with competitive remuneration packages.
