MONITORING AND RESULTS MANAGER - The Legal Services Facility( LSF)
The Legal Services Facility is an independent Basket Fund supported by DANIDA and UKAID

The Legal Services Facility (LSF) offers a fast developing, high performance working environment, which provides support for the enhancement of legal aid and legal empowerment in Tanzania, with emphasis on the protection of women's rights. Through 51 implementing partners, the LSF presently funds in all districts of Tanzania the setting up or improvement of basic legal aid services. Additionally the fund is involved in and supports capacity building of legal aid providers, advocacy for recognition of paralegals through legal aid legislation, innovative approaches to legal aid and increasing awareness about the importance of legal and legal empowerment in the development process.

The consultant will oversee the proper monitoring of the implementation of LSF strategies and the measuring of results achieved, will contribute to the formulation of medium term results and their measurement, will prepare for and assist in the execution of evaluations.
The position is based at the LSF office in Dar es Salaam and reports to the CEO/Fund Manager. Candidates need to be at least available until 31 December 2015, while as from that date onward employment by the LSF may be considered.

The position in particular will:

Optimize the web-based monitoring system ensuring its user friendliness and relevance for the organizations responsible for data entry as well as its relevance for the LSF.
Oversee and guide quantitative and qualitative data collection, data quality assurance, cleaning, validation and data entry by implementing partners.
Review and update relevant monitoring documents and tools e.g. logical frame work, performance management plan, operations plan, data flow charts, monitoring manuals and data collection tools.
Contribute to the formulation and implementation of results oriented components in grant making and management, including indicators and progress markers.
Ensure monitoring and results measurement capacity development of implementing partners through workshops, training, peer learning, mentoring and coaching as well as constructive feedback on quarterly partner reports.
Document programme achievements against targets as well as success stories.
Effectively improve and implement a comprehensive monitoring and results system that includes outcome mapping and qualitative data sourcing and recording.
Manage monitoring and results staff.
All tasks will be implemented in cooperation with the Fund Manager and other team members.

Requirements:

General Qualifications:
Masters in statistics, computer science, economics, social sciences or similar, from a recognized university
More than 10 years' experience working in increasingly senior positions in development programmes in monitoring and results management.

Specific Qualifications

Extensive experience with design and/or utilization of web based applications for monitoring and evaluation. In particular management and running of grant making programs targeting CSOs, while experience in the legal sector will be an advantage.
Extensive experience in computerized data processing and familiar with applications
(Excel, Access, SPSS, STATA etc.)
Extensive experience working with large numbers of implementing partners responsible for data collection, quality assurance and entry.
Extensive experience with capacity development of CSOs in monitoring and results.
Excellent knowledge of international standard M&E systems (including theory of change and outcome mapping)
Good knowledge of communication/dissemination/PR. Excellent (report) writing skills
Knowledge of HRBA and processes of change is considered an advantage
Fluency in English and Kiswahili
