DIRECTOR OF FINANCE AND ADMINISTRATION
National Arts Council BASATA

The National Arts Council (NAC) , "Baraza la Sanaa la Taifa (BASATA)" is a Government Institution under the Ministry of information, Youth, Culture and Sports. The Council was established under the National Arts Act, No. 23 of 1984. The Vision of the council is to become a guiding and facilitating organization for artistic excellence, profitability and vibrancy in Tanzania and the mission of the Council is to facilitate production, consumption, marketing and participation in high quality work. The Council's office is located at llala Sharif Shamba, Dar es Salaam, and is responsible for Development, Promotion, Monitoring, Consultation, Production, Coordination, Research and Marketing of Artistic Works.

The BASATA invites interested Tanzanians applicants to fill the vacant position of Director of Finance and Administration (1 Post)Salary Scale PSS 20

Academic Qualification:
A Master's Degree or above in Business Administration, Finance, Accounts or its equivalent from recognized university

Skills and Experience:
Working Experience: Not less than 8 years at a senior finance and management level in a government institutions, or in a reputable organizations, 5 years in managerial position ia a reputable institution
Strong written and oral communication skills ( Kiswahili and English language)
Strong leadership presence and ability to command trust and respect by building working relationship
Age: - Not more than 45 years old

Duties and Responsibility
Reports to the Executive Secretary of the Council
Advising the Executive Secretary in all matters relates to Finance and Administration
Prepares the Scheme of Service of the Council and Monitoring its Implementation
Prepare Staff Training Policy, Training programme and Monitoring its implementation

Planning for Human Resources needs, Recruitments, promotions and provisions of aU incentives.
Supervise implementation of the Institution's budget.
Provide the adequate reporting to ensure a proper financial management of the institution
Develop and maintain accurate financial statement reports that are appropriate for the users and in accordance with generally accepted accounting principals
Prepare all supporting materials for the annual audit
Review monthly results and implement monthly variance reporting
Manage the cash flow and prepare cash flow forecasts in accordance with financial regulations
Manage the acquisition of capital assets and ensure that assents are properly recorded, amortized, and disposed of as appropriate
Manage the acquisition and oversee all payroll functions to ensure that employees are paid in a timely and accurate manlier
Process and submit statutory and benefits remittance on time
Perform any other duties as may be assigned to him/her by the Executive Secretary

General Requirements:
Applicant must be a citizen of Tanzania

Current Curriculum vitae (CV) having reliable contacts and three reputable referees with their reliable contracts (Postal address, e-mail and telephone numbers)
Computer Certificate
Birth Certificate
