Locally known as the Walter Reed Southern Highlands AIDS Program, the Henry Jackson Foundation Medical Research International (HJFMRI) is an international non-governmental organization working in several countries conducting research studies and providing care and treatment to people affected by HIV/AIDS. HJFMRI is funded by the Presidents Emergency Plan for AIDS Relief PEPFAR.
In collaboration with the Ministry of Health and Welfare (MOHSW), HJFMRI has been leading a comprehensive HIV/AIDS care and treatment program in the Southern Highlands of Tanzania since 2004 with support from the President's Emergency Plans for AIDS Relief (PEPFAR). The program is based in the Mbeya and has since extended to more than 100 health facilities in Mbeya, Rukwa and Ruvuma regions, which collectively represent a catchment area of about 6 million people. Mbeya region is one of high prevalence regions in Tanzania and expansion of HIV care and treatment programs is critical.

JOB DESCRIPTION
1. Position: Basic Program Evaluation Assistant
Reports to: Research Director
Location: Mbeya
Position Overview:
The Walter Reed Program/Henry Jackson Foundation Medical Research International (WRP/HJFMRI) funded through the Department of Defense under PEPFAR works to support HIV/AIDS Prevention, testing, care and treatment services in the regions of Mbeya, Rukwa, Ruvuma and Katavi in the Southern Highlands of Tanzania. As it implements these activities WRP/HJFMRI is evaluating their impact through Impact and Basic Program Evaluations. The aim is to establish a causal relationship between program and impact by comparing actual impact to what would have happened in the absence of the program, the counterfactual scenario. With this in mind, WRP/HJFMRI seeks to fill the position of a Research Officer for its Basic Program Evaluation Studies.
The candidate will work under the supervision of the Research Director to assist in carrying out different activities related to evaluations of different aspects of the program. This will include carrying out field visits to review and collect relevant data for program evaluations. Additionally, the candidate will conduct training in data collection, protocol activities, and other duties as assigned by the Research Director. He/she will be required to work closely with other teams in the program that include but are not limited to the M & E, Medical, Laboratory and Outreach Departments of the Program.
Duties and Responsibilities:
· Assist in desgn and development of protocols for Program evaluations. These will include literature searches and the actual protocol compilation.
· Data collection and analysis using EXCEL, SPSS and or STATA and other relevant software as required.
· Monthly report writing for different evaluations as required.
· Training Personnel in the field on study/protocol procedures.
· Other duties as assigned by the Research Director.
Qualifications:
The suitable candidate should:
· Hold a minimum of Bachelors Degree in a related Field. A Masters Degree is an added advantage.
· Have Knowledge of Monitoring and Evaluation Principles and Procedures.
· Have experience in research and proposal writing.
· Have a good understanding and knowledge of data analysis packages like EXCEL, STATA and/or SPSS.
· Have a clear understanding of Ethical procedures in research and relevant documentation of the same.
· Be conversant with the field of HIV Research.
· Good mastery of written and spoken English
· Other skills in Research are an added advantage.

· Good computer skills.
· Excellent organizational skills
· Good coordination skills and ability to work in a team.
· Excellent communication and interpersonal skills
· Fluency in English
· High degree of commitment
· Results oriented i.e. with the ability to meet deadlines with competing priorities.
