Contract length: 2 years with the possibility of extension

The role

The Deputy Chief of Party (Nutrition) is a member of the project Senior Management Team. Working with and supervising a core team of senior operational staff, the DCOP will be required to oversee and ensure smooth project implementation. Working closely with the MEAL Adviser s/he will ensure that all activity monitoring is conducted in a standardised way and that consortium partners adhere to donor obligations. S/he will ensure that regular random monitoring visits are conducted to all partner organisations and findings and recommendations are disseminated consortium wide through the steering committee and sector specific meetings. S/he will further ensure that a consistent approach to implementation and technical quality is taken across the consortium ensuring completion of activities to a high quality within the project period. S/he will co-ordinate the process of learning, capturing and disseminating lessons from the project. S/he will work closely with the finance/administrative team and all consortium partners to ensure that the process of payment by milestones is understood and adhered to and quality reports submitted on a quarterly basis, following up where required with the relevant consortium member.

This position manages the monitoring, evaluation, accountability and learning (MEAL) adviser and the finance and administration team and reports directly to the Chief of Party. The position is based in Dar es Salaam with frequent travel throughout the operational area for management, monitoring and evaluation of programme activities.

Qualifications and experience

Essential
  • Prior experience of delivering large scale donor funded programmes;
  • Experience in successfully establishing and managing collaborative relationships and partnerships with donors and government counterparts at a senior level;
  • Masters' in International development or other relevant field;
  • Proven experience of budgeting and contracting;
  • Strong compliance and systems background;
  • Minimum of 7 years' experience in programming in nutrition, health or related area in an international development environment;
  • Proven ability to manage consortia with a minimum of 4 years' experience managing multi-agency programmes;
  • Demonstrated leadership and management skills in a complex international setting;
  • Sound understanding of different methodologies of M&E and operational research and experience in developing integrated M&E and Learning systems;
  • Proven experience of managing large multi-million pound budgets and management of risk;
  • Proven ability to lead, motivate, retain and manage a diverse team of professionals;
  • Experience of effective team work and outstanding inter-personal communication skills;
  • Commitment to the values, missions, aims and policies of Save the Children;
  • Highly diplomatic and emotionally intelligent with strong oral and written communication skills;
  • Strong knowledge of Tanzania context;

Desirable
  • Substantial experience of working and living in Africa, ideally with professional experience in Tanzania;
  • Experience of managing milestone based payment contracts;
  • Demonstrable understanding of Value for Money and DFID results agenda;
  • Proven experience of managing complex operational systems;
  • Ability to coach and mentor multi-sectoral partners;
  • Fluency in Swahili;
