Senior Health Information Systems Advisor : Dar es Salaam, Tanzania BACKGROUND

The Maternal and Child Survival Program (MCSP) is a global U.S. Agency for International Development (USAID) cooperative agreement to introduce and support high-impact health interventions in 24 priority countries with the ultimate goal of ending preventable maternal and child deaths (EPCMD) within a generation. MCSP is implemented by Jhpiego in partnership with John Snow, Inc. (JSI), Save the Children, ICF International, Results for Development, PATH, PSI, and CORE Group. Working closely with the USAID mission, Tanzania government, non-governmental organizations, local communities and partner agencies, MCSP will support the implementation of evidence- based public health interventions at scale to achieve the goals of EPCMD. To achieve this, MCSP will engage government, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality and to improve the quality of health services from household to hospital. MCSP/TZ tackles these issues through approaches that focus on strengthening health care, health systems, and information systems. John Snow, Inc. (JSI) leads MCSP/Tanzania's work in health information systems (HIS) strengthening, specifically around the development of an Enterprise Architecture to streamline national electronic reporting systems for all Ministry of Health and Social Welfare (MOHSW) sectors.

Position Title: Senior Health Information Systems Advisor
Location: Dar es Salaam, Tanzania

Reports To: MCSP/TZ Senior HIS Advisor

OVERALL RESPONSIBILITIES:

The MOHSW has recently developed an eHealth strategy and embarked on an initiative to improve the responsiveness and effectiveness of its operations by streamlining and improving communications within its Information Communication and Technology (ICT) systems. A Senior Health Information Advisor is sought to play a coordinating role in facilitating this work.

The Adviser's primary responsibility will be to expedite and facilitate MOHSW/ICT, and eHealth Steering Committee's work to implement the eHealth Strategy. The Advisor will be an integral member of the eHealth Steering Committee, its subcommittees, and the MOHSW ICT department to facilitate the ongoing refinement and implementation of the eHealth strategy.

Specific responsibilities:

Specific responsibilities of the Senior Health Information System Advisor will include, but are not limited to the following:

1.  Facilitate development of the Enterprise Architecture (EA) for HIS, including:

a. Perform identification, analysis and improvement of business processes that are encompassed by the EA
b. Develop a governance structure to support the EA implementation
c. Working closely with MOHSW, CDC and UDSM in linking the Master Facility List (MFL) and other systems with the EA

2. Facilitate the following tasks related to EA implementation:

a. Strengthen ongoing coordinating mechanisms on linking data exchange and reporting between MOHSW and Prime Minister's Office Regional Administration and Local Government (PMORALG), Ministry of Finance, Ministry of Human Resource, including academic and research institutions such as MUHAS, NIMR and other relevant partners

b. Specify overall design for existing and new systems, based on business process in the Tanzanian Health Sector, including interactions between functional and system requirements

c. Facilitate the development of implementation priorities and a roadmap with relevant milestones

d. Determine which existing systems can be adjusted to meet the requirements (specified above) and identify which need to be newly built

e. Facilitate and define responsibilities among implementing partners

f. Establish an EA technical sub-working group that will monitor implementation of the EA and eHealth strategy

g. Facilitate regular communication among implementing partners

h. Provide routine progress reports to the MOHSW/ICT, the eHealth Steering Committee, MCSP and USAID, as requested

3. Provide technical expertise for the development of specific action plans to implement the eHealth strategy, and then assist in monitoring the implementation of these plans.
4. Provide support to MOHSW/ICT and eHealth strategy steering committee in follow-up of tasks assigned to partners by the Steering Committee and its subcommittees. Tasks may include: communicating with partners and preparing briefing papers.

5. Support MOHSW/ICT and eHealth strategy steering committee in establishing coordination within and outside the MOHSW to achieve program results

Qualifications for this position:

1. An excellent manager with strong understanding of functions and responsibilities in the health sector

2. A clear communicator and strong leadership skills

3. Education: Master's degree in Public Health, Public Administration, or Business Administration Qualifications in Computer Science or Informatics are a definite advantage, but the primary qualifications for this position are related to management and facilitation of organizational development and change

4. Proven ability to work as part of an internationally diverse team and to be self-managing

5. Proven experience in conflict management and coordination of numerous stakeholders

6. Tanzanian and Kiswahili speakers preferred

The following additional qualifications are desirable:

1. Experience in computerizing or automating health system procedures
2. Experience working with international partners such as USAID, the World Health Organization, the Global Fund to Fight AIDS, Tuberculosis and Malaria, and the World Bank

3. Experience with USAID-funded projects

Experience:

At least 15 years of experience in project development, design, and implementation of health information system projects. At least 7 years of experience in leading a project team with both managers and technical specialists, preferably with a significant ICT component. Other relevant and highly desirable experience includes working with URT, and especially MoHSW, and with development partners.

At least 5 years or more experience in:

1. Demonstrable detailed understanding of architecture principles and methods, i.e. TOGAF, Zachman, etc.

2. Experience with Enterprise Architecture modeling techniques to create specifications to which development teams design and implement

3. Experience in design and development in interfaces/interoperability solutions for health information systems products including health information exchanges, EMR, etc.

4. Experience leading the design and implementation of enterprise IT solutions and system architecture, including at least 5 year experience in management of public health information systems

5. Documented experience in developing large-scale, distributed, semantically interoperable systems
