The US Embassy is seeking an individual for the position of VAT Coordinator/General Clerk at the United States Agency for International Development (USAID). This is a full-time Personal Services Contract position.

BASIC FUNCTION OF POSITION 

The basic function of this position is to serve as the VAT Coordinator, under the direction and supervision of the Communication and Records Supervisor. The duties and responsibilities are outlined below.
MAJOR DUTIES AND RESPONSIBILITIES:
1. VAT/WORK PERMIT RESPONSIBILITIES

Includes:
  • Responsible for processing Vat Tax refunds for USAID Offices and USAID Implementing Partners. This includes coordinating with the Embassy Administrative Office & Ministry of Foreign Affairs.
  • Responsible for processing Residential/Work Permits, re-entry Permits e.g. Visas for official staff, and Renewal thereof, whenever required
  • Responsible for coordinating between USAID A/CORs and USAID Partners, in processing VAT Exemptions for USAID Funded projects, and providing technical advice on issues related to WORK PERMIT/VISA.
  • Responsible for periodically updating TanGov information/policy/procedures regarding VAT, VISAs, Work permits, and sharing the information with USAID technical staff and USAID Implementing partners.
  • Responsible for advising USAID PATNERS how to clear their shipments using tax exemption certificate and how to avoid storage fees, especially when TRA changes their procedures.
  • Responsible for coordinating with the Embassy Administrative Office and Ministry of Foreign affairs while processing VAT refunds
  • Assist Mission /Implementing Partners in solving problems/issues related to VAT/Visa and work permit on request
  • Responsible for maintaining a full range of filing activities/tracking system of the VAT documentation and status.
  • Responsible for answering all enquiries pertaining to VAT issues.
2 . RECORDS MANAGEMENT

  • Assist with filing of all unclassified official Correspondence. e.g., Chron subject and program files.(File Classification done by mail clerk)
  • Assist clients/customers in retrieving active/inactive records and /or information whenever requested and maintain the Mission's local storage
  • Work closely with the C&R Supervisor on the retiring of inactive records to the Records center in Washington By following the guidelines provided in ADS 502-Records Management.
3. OTHER DUTIES

Performs other related duties incidental to the work of the Communication & Records operations.

QUALIFICATIONS REQUIRED

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
  1. Education: 
    Completion of Certificate/Diploma in International relations.
  2. Prior Work Experience: 
    At least 2 years of file management and 1 year working on VAT exemptions and work permits task is required, preferably in a diplomatic Mission.
  3. Language Proficiency: 
    Level III English (Good working knowledge) is required.
  4. Knowledge: 
    Must have a thorough knowledge of Agency filing systems and procedures. Also, knowledge of Government of Tanzania Revenue Authority tax policies, resident work permits and Visa requirement policies & procedures. Also, knowledge of physical locations of various offices in the city dealing with VAT, Permits and Visas plus knowledge of clearing and forwarding procedures.
  5. Skills and Abilities: 
    Must have demonstrated adaptive skills since the position requires the incumbent to move from office-to-office to undertake the duties & responsibilities listed herein. The position is established at a level that requires the incumbent to be fully versed in all aspects of VAT exemptions, visa/resident/work permit requirements. Having driving license will be advantageous.
