Key Responsibilities:
- Review existing regional / transboundary;
- Review national websites/systems related to drought monitoring and forecasting in the Member Countries and assess strength and weakness of those systems;
- Review existing monitoring, forecasting and data management systems of the MRC programmes such as IKMP, FMMP and CCAI;
- Identify value added of the regional drought monitoring and forecasting system to the existing systems of Member Countries;
- Review and scope indicator and/or indices for drought monitoring and forecasting at the regional scale as well as tools for calculating indicators and/or indices. The review should include experience of the Member Countries and well known organizations or other international river basins related to meteorological drought, hydrological drought and agriculture drought;
- Review and scope methods and tools for seasonal drought forecasting related to meteorological drought, hydrological drought and agriculture drought;
- Identify data needs, data gaps and data accessibility for further cooperation on data collection and sharing;
- Work closely with relevant MRC Programmes such as IKMP, FMMP, AIP, and CCAI on the review, developing concept and frameworks and identification of data need and gaps for a regional drought monitoring and forecasting system;
- Develop concept, framework, process for developing a regional drought monitoring and forecasting system;
- Identify capacity building needs for developing the system and prepare TORs for resources needed for future recruitment;
- Develop implementation and operation workplan.
Qualifications/Requirements:
- Master or higher degree(s) in water resources management, climate change, or other relevant science to drought management;
- At least 10 years work experience in drought management project/programme, drought analysis and mapping, drought monitoring and forecasting, water resources management, hydrology and climate change;
- Advanced knowledge and extensive experience drought monitoring and forecasting system;
- Extensive experience with providing similar consultancy services;
- Experience with International River Basin or MRC is an advantage; and
- Fluency in English, both written and spoken, is required.
